When you dont want a champ on your team or on the other, something needs to be done.

That is called bad design, champs like {{champion:555}} {{champion:84}} are frustrating to play with (pyke is basically not a support, akali sucks at actually winning games/helping her team) and of course they are beyond cancer to play against too, they are annoying to everyone except for the respective champion player. Those and a few others need full kit reworks, and until then they should be nerfed into unviable status, stop endorsing bad design and unfun champions riot.
