Janna used to give constant global movespeed, while TF gave constant global gold. They got removed, because they provided advantage without any gameplay.
How is Ornn, giving his teammates constant global stats (from items) any different, if they don't need to pay for them?
The fact it kicks in later in the game and that he has to choose teammates to buff first doesn't really make it a good gameplay, all it does is making no-gameplay advantage last shorter.
Really, just scrap the item icons and give him a real passive. Otherwise it will end up exactly like the passives mentioned in the title, bloating his winrate for no visible reason, with low satisfaction for both sides, and will get scraped eventually.
