The second point refers to the increase in resistances Towers get over the game: For outer towers, the timer starts at game start. For inners, at 15 min. For inhib/nexus towers, at 30 min.
The effect of this buff is that towers go from **5320/5040 effective HP** to **5700/5400 effective HP**. In essence, an increase of **1/14th / 7%**.
Not too huge, but one takes what one can get. Also:
