I don't know why people always thought that turrets should be tankier. I think that throughout a game, turrets are adequately difficult to kill while providing vision/map pressure for both teams.
I think the most reasonable change would be to make turrets potentially do more damage, especially to tanks (give them MORE armor pent or scaling %HP damage, something to hurt tanks). That might be where most of the frustration comes from for players, but generally I don't think turrets should be *harder* to kill.
But I do think Banner of Command needs to be changed if the baron changes come through, that interaction is absurd.
