No, he's not broken. His kit is just incredibly toxic. However much arguable skill his stances take to rotate through, Udyr just stat checks the hell out of everything by the 25-minute mark.
Bear stance stun followed by turtle shield + max health heal and even with nearly a full AD build he's incredibly hard to kill. He is quite often tankier than he has any right to be with a triforce and warrior enchantment. Before that is even in play you have to chase him. Bear stance + triforce move speed buff means that even an ulting vayne with mobi boots is gonna be hard pressed to actually catch him.
His AoE Pheonix stance gives him insanely good waveclear which means that combined with the other two he has a split push late game that makes fiora look like a joke. I watched an Udyr smack down three turrets, an inhib, and the nexus. In less than 20 seconds.
I wouldn't have anywhere near as much of an issue if there were more counterplay options to him. And spare me the 'just cc him' crap that people on the boards throw up reflexively any time someone mentions the word counterplay. Yes, if you hold _any champion in the entire game_ down long enough, they will die. This is not what I'm talking about. All of his abilities are on hit. The pheonix stance AoE barely counts as a skillshot. There's nothing to dodge, sidestep, or flash. Even if you do flash, he's got far more movespeed than you do. You can't really kite him. Champs that can out damage him likely can't out-tank him. He just stat checks.
This has caused him to always be in one of either two states. Either his stats are too low to stat check anything and he's literally unplayable, or his stats are so high that he's Godyr and you might as well sit at fountain if you didn't ban him outright. It's not a healthy gameplay pattern.

**So my question is this (targeting Udyr mains specifically), how could his kit be changed to make him healthier while maintaining his identity as a champion?

I have some ideas of my own to get the ball rolling.
Move a chunk of his passives to be the result of a combo. For example, if you turn his bear form into a dash (instead of a flat movespeed buff) that has a short knock-back at the end, you can set it so that if he immediately transforms into turtle stance while the enemy is in the air, it stuns for a short duration afterwards. The turtle stance could slow him down when he initially uses it, something that could be negated by using it at the end of bear stance or using bear stance right after activating turtle. Make his pheonix stance a proper skillshot, perhaps have it place an aoe effect when it lands that slows for a small amount, but increases the damage of the next stance Udyr uses if he uses it in the area. Maybe tiger stance could remain on hit, but the on hit bonus is different based on the last stance that Udyr used.
This would give Udyr more counterplay and FAR more skill expression without fully changing his identity as a champ. That's my idea anyway. What Ideas do you have?
