Rework for heal summoner spell.

The heal {{summoner:7}} has to be reworked and my thought is the ally who is the most hurt on the team receive the heal based on the percentage of his life comparing with the other teammates. By this way the heal is going to be fairer than now existing heal, because it’s going to the teammate who is closely dying. I mean there are sometimes like in team fight I forget, or there’s no time to aim directly to the specifically teammate like an enemy or ally blocking him. Concluding when the heal goes for the closest target if you doesn't aim at an ally it is unfair for a Champion who is closely dying, it would be better if the heal goes for who is really dying.
