If someone DCs before the 3 minute mark we should be allowed to FF.

I don't understand why if someone was in game for a minute and a half and then drops, you're forced to play out a 4v5 still? I mean this has been a glaring issue for this game since its inception and I think it's time it's addressed. I think the time frame should be pushed back, I just had a jungler drop at 1:30 and we're incapable of FFing because he was able to auto the blue buff a few times. It especially doesn't seem fair for this to be allowed in ranked. Thank you.
