I'm interested to know why you thought you were buffing Viktor too much, as currently he's one of the weakest and lowest winning champions in their main role. (mid)
His repeated nerfs when Rylai's was stronger, and his lack of buffs once Rylai's was not an optimal choice anymore has left him much worse off.
He's one of the only champs in the game where if you can just camp him mid or keep him behind and prevent him from unlocking his waveclear DLC he becomes dead weight.
Rylai's is getting a slight bump in AP next patch, and with Lost Chapter changes maybe it helps Viktor out, but he st ill has one of the most punishing early laning phases for not a huge reward, honestly. You'd think he would scale better or have huge damage output later game, but he just doesn't anymore.
I do agree the Q shield buff is a step in the right direction. I think he currently performs better as a tanky mage and more shield is welcome, but he still leaves a lot to be desired. Where exactly is his niche? He's a pseudo-tanky-controlly mage without the control with a bit of poke and a weak laning phase, decent mid game and meh late game.
His Ultimate ticks need to be faster, every 2 seconds is way too inconsistent and feel awful. It's not like it's that easy to keep it on the enemy anymore like It used to be. That's his real problem, he's inconsistent as hell. His E aftershock is inconsistent, his R is inconsistent, and Rylai's isn't a good option anymore.
I thought lowering his E cooldown 1 second and/or even shaving off 10 mana was fair, as 110 mana at max rank for his E seems a bit excessive. It's incredibly hard to trade with his E early on and with the new minion agro changes it's hard to trade with his Q also, it just feels like wasted mana using his E to harass early game. Not to mention the damage is just....poor. I used to play Viktor because his fantasy was lasering people and doing massive damage, but not he's basically a Q spam bot with E for wave clear.
Overall I'm disappointed that a lot of this is being shelved. His first initial rounds of buffs on the PBE gave me a lot of hope he was being seriously looked at, but the buffs he received this patch will not help much.
I know winrate isn't everything but he's sitting at 46% as of right now and gets destroyed by a lot of meta mids (Xerath, Azir) He's not one of those champs like Akali where they have a low base winrate but higher winrate once someone puts a lot of games into them.
It's taken this long just for him to get looked at, I don't want these Q changes to go through and increase his winrate by a miniscule amount, then have to wait another few months for another pass around.
Overall here are my final thoughts:
1) Consider changing his E damage, or cooldown/mana cost. (It feels weak at most stages of the game, and while it is good wave clear it's extremely hard to actually pull off the aftershock damage, as well as the cooldown being a bit unreasonable for its poor damage)
2) Faster Ult ticks. (I'm ok with it doing less initial damage if it was actually reliable to get out the majority of its DoT aspect, but it's not. It's way too easy to walk out of it right now)
3) Larger W radius, or lower CD. (Again, a good ability but extremely unreliable. I honestly have games where I ignore this ability until level 7 sometimes, and while the upgrade is nice, making the radius larger or giving him more opportunities to use it and control enemies would go a long way)
