Since the original concept was met with positive feedback, I'm back with another potential kit that will give us the Sona this game needs and the Sona this game deserves. To quote myself from before:
"We all know Sona is an OP broken imba Lvl 16 Ranger, hence why she's eaten more than 50 nerfs since the start of season 4 up til now and has 100% pick/ban at all ranks and in competitive play. This proposed kit will solve all of Riot's concerns and make her truly balanced."

Hitpoints: 290 - 425 (based on game time, maxed at 26 minutes, 45 seconds)
Health regen: 2.71
Attack damage: 22.5 + (1.5 x 90 seconds game time)
Attack speed: 0.667
Magic Resistance: 0
Movement Speed: 325
Mana regen: 5.75
Caster Minion - Sona's stats do not increase with level. Sona does 40% reduced damage to enemy champions and 50% more damage to turrets. Sona counts as a minion and is a valid target for effects like Banner of Command's Promote active. When casting a spell, Sona produces a lingering active for 3 seconds with 300 units radius that tags allied minions with a 1-shot effect.
Hymn of Behind Enemy Lines - Range: 700, Cost: 45 / 50 / 55 / 60 /65 mana, CD: 10 s
Primary active - Sona fires 2 skillshots simultaneously dealing magic damage to the first enemies hit. If there is only 1 cursor on your screen, the 2nd skillshot will automatically aim at the closest minion or monster within 550 units. 4 / 7 / 10 / 13 / 16 (+ 5% AP)
Secondary active - Tagged allied minions' next basic attack within 3 seconds does bonus magic damage. 2 / 3 / 4 / 5 / 6 (+ 2% AP)
Aria of Perverseness - Range: 1000, Cost: 80 / 85 / 90 / 95 / 100 mana, CD: 10 s
Primary active - Sona fires a skillshot, healing herself and the first non-turret allied unit hit. 3.5 / 5.5 / 7.5 / 9.5 / 11.5 (+ 2.5% AP)
Secondary active - Tagged allied minions are shielded from damage for 1.5 seconds. 3 / 5.5 / 8 / 10.5 / 13 (+ 3% AP)
Song of Celery - Cost: 65 mana, CD: 10 s
Primary active - Sona fires a skillshot that literally does nothing and Sona gains bonus MS for 3 seconds, increased by 0.5 seconds each time she takes damage up to 7 seconds. 1 / 1.1 / 1.2 / 1.3 / 1.4% (+ 0.6% AP)
Secondary active - Other tagged allied minions also gain MS for 3 seconds.
All Random Urf Mode - Range: 900, Cost: 100 mana, CD: 280 / 240 / 200 s
Active - Sona fires a skillshot damaging and stunning only the first non-turret enemy unit hit for 0.75 seconds. 15 / 25 / 35 (+ 5% AP)
Passive - Sona's basic abilities have reduced cooldowns. At rank 3, Sona's spells no longer costs mana and she automatically casts X random basic abilities per second, where X is Sona's total champion kills this game. 5% / 25% / 100%
I attempted to fix all of the problems that people have been complaining about: too much AP scaling, too much damage, too much healing, too much mobility, too much CC, not enough skillshots. At the same time, I made certain to further emphasize her selling point: reaching level 16. She'll also receive an updated in-game model, as provided.
