Should there be any Champion who can outright PREVENT healing?

Ana was recently added to HoTS, and she can outright prevent healing for a limited time (whereas other heroes can choose talents that reduce healing). Should there be a Champion in LoL who gets that as a gimmick? It'd certainly make for an interesting design, allowing you to hard-counter healers and lifesteal. But would this be too anti-fun?
