Why does Warwick W passive not work as described?

When they fall below 20% health, he frenzies and these bonuses triple. - Unless Warwick just respawned and the enemy hasn't taken any damage This is the most frustrating one and is the only one that really should be fixed. You just respawned after a team fight, you have vision on the enemy, he's 10% HP, but since he hasn't been damaged by anything since you spawned you don't get any movement speed. I can see him being low, give me the buff ffs. - Unless the game decides to screw you by giving and taking away the movement speed at random, even while out of combat So it looks like you're playing skyrim when your stamina is out and you're sprinting whenever you can. Fast slow fast slow fast slow. No consistency - Unless the enemy is damaged by neutral monsters and falls below 50% when there is no vision on them Since when does "senses globally" mean "when you have vision on them"? My point actually being: I know ww is pretty busted atm, but don't you dare nerf him without fixing these bugs first/at the same time.
