Can whoever designed Omnistone explain who is intended to use it, and why they would choose it?

This rune is baffling. I don't understand how it made it through design and into the game. It's very obviously not good; no champion can use every rune efficiently, and you're at a major disadvantage while you have an undesirable rune. I can't see any scenario where a random rune would ever be a better choice than having your optimal rune 100% of the time. Even if the idea was just to keep the RNG factor that Klepto had, it still doesn't translate, because Klepto wasn't purely random (i.e. the number of gold bags you get over a game was obviously normalized). It really seems like this rune was shoved into the game with no thought, unless I'm missing something.

We're testing a new feature that gives the option to view discussion comments in chronological order. Some testers have pointed out situations in which they feel a linear view could be helpful, so we'd like see how you guys make use of it.
