Can Riot stop balancing every champion around a single keystone?

Riot intended that player pick runes to "suit their playstyle" but now it seems that whenever a poorly designed rune has too much synergy with one champion, that champion is nerfed around the rune instead of the rune getting reworked. These champions end up being so innately weak that they are absolutely dependent on the particular rune and unable to use most other runes optimally. As it stands a large chunk of champions in the game right now use one or two keystones every single game. Why even bother giving players a choice if there's only going to be one correct choice?
