Why are we still nerfing Sejuani?

She lacks any power and is easily out-tanked by Taric / Ornn / Kench. So why are we STILL nerfing Sejuani? And while on the topic, how come Riven is receiving buffs again? I know it's the worlds patch and you're buff / nerfing target picks for a longer and more entertaining match but... Come on, Sejuani? AGAIN?
