Phase rush definitely needs a buff/ adjustment

Just check some stats Sorcery has a popularity of ard 20% and within this 20% only ard 5% use phase rush, which means in overall there are ONLY ard 1% of players are using PR Look at these champs that used SRS before like {{champion:122}} {{champion:69}} {{champion:136}} {{champion:420}} {{champion:82}} {{champion:13}} Most of them are trash atm/ using another keystone instead Just reduce the cd and increase the %MS early game Actually before lv 10, I feel this keystone completely useless Upvote if you feel the same
