I've been tossing this around in my head trying to make sense of it.
I have felt that many of the quality of life issues that I felt when playing Ashe were how clunky she felt. Especially the last few years with such significant changes to the game.
What are your thoughts on shifting power to address her low mobility and making her ult more of a nuisance and less of a death sentence?
I just want to feel relevant before 3 items, after all.. it seems weird that a marksman would be a utility carry. Well shit... let's give her some utility.

P: Ranger's Focus:
Gain 1.5, 3, 5, 7% Move Speed per stack
Stack Duration: 4 seconds
Stack Loss: 1 per second
Q: Frost Shot:
Passive: Increase Attack Speed by 10% per stack.
Active: Frost Bite: 1, 1.5, 3, 5% True Damage per Flurry. Reset on kill or assist.
E: Frost Shot: A limited range single shot that upon impact delivers an AoE slow, and vision.
Vision Duration: 3 seconds.
R: Enchanted Crystal Arrow:
Passive: Reset on Champion kill or assist.
Active: Stun the first Champion hit for .5, 1, 1.5, 2 seconds + (1.5% missing health * Ranger's Focus stacks)
