Could a neural network balance league?

Let's be honest. There's a poop load of champs, items, and runes riot has to worry about. It's just too much for anyone to handle. Somehow I don't think riot has the budget to keep enough live gameplay people and testers on hand to make sure everything is balanced 100% of the time. So that makes me wonder if riot could automate things and create a system that is capable of at least small buffs and nerfs to keep champs from falling too low or getting too strong. Obviously it would take awhile to train the system not just for the champs, but for the items as well, but at the least it could keep things more balanced between patches if all goes well.
