Why do games begin while people don't connect?

All it leads to is unnecessary punishment for something beyond someone's control. For {{summoner:13}} I'm referring to people who don't connect, NOT people who **disconnect**. The difference is that one is an issue with initializing the game, the other is just game crashing or leavers. I think that a game just shouldn't begin at all if someone doesn't connect to it when it starts. That way, not only do people not receive penalties because of faulty software or terrible internet, it also saves the people who could connect but have to suffer through an afk time.
