How effective is the reporting system?

Hi, I'm a calm player and just for the most important part ignore most people and just say stuff along the lines of gj or wp or something. I see many toxic people, i dont say anything, but at the end just report them. Yet, I am pretty shocked in how many players are committing bannable offences so frequently. How many reports does it take for someone to get a temp ban or chat ban at minimum and what's holding the reporting system back in doing so?
