URF mode should not be on Summoner's Rift

I'm all for URF mode being back. But can it be put on Howling Abyss which forces everyone to actually play against each other? Why do most people playing urf only use the 80% cdr to just pve the whole game? I get that split pushing is a viable strategy in ranked games, but this is a for fun mode. Why take out the "fun" part by never participating in the chaotic death match style that urf is meant for?
