Tilly, the Frost Flame Magician

Tilly is a prodigy case, mastering her magical capabilities even younger than her current young age. After that, she developed how to perform opposite magics to make it more deadly, frost magic to freeze her foes in place to make the fire magic that much more deadly! Tilly is a small vastayan girl, resembling a small human girl with a lot of features of a phoenix, most notably her long tail feathers. Born within Shurima, where the days are hot and the nights are cold, this is what gave her the idea to learn frost and fire magic. Recreate a more extreme version of this harsh extremes of climates, but fully controlled by her own will. Being bored and wanting to have some fun, she fights the other champions to give her a challenge and allow herself to go out with her powerful magic. A champion through her raw skills, but in her mind, she is just on a playground and playing with her toys... It makes her happy and stops her from destroying the world with her powers, so this outcome is acceptable. **** Tilly is a mage. She swaps forms between using frost magic and fire magic, the abilities may be the same, but the elemental type means a lot. Frost magic is all about slowing and freezing her targets in place, frozen targets then take massively increased damage against her fire magic, but also melts the ice afterwards. Freeze acts similarly to a stun, but the duration can be ended short with melting. Other fire abilities from other champion deal increased damage to frozen targets as well, melting the ice in the process. Fire skins are not included obviously. Annie, Shyvana, and Brand are some of these. **** > **Attack Range:** 575 units > **Attack Speed:** 3.335 +10% per level > **Movement:** 335 units per second > **Attack Damage:** Average > > **NOTE:** The attack speed is multiplied by 10, so your base attack speed would if she had an incredibly low 0.334 attacks per second. Base attack speed is what bonus attack speed is based on, meaning this champion basically can never reach her cap and to why she gets a lot of bonus attack speed per level. > > **** > > # _**Magic Bolts (Passive):**_ > > Tilly can attack very fast and increases her attack speed limit to 25 attacks per second, each attack deals 10% damage. Non-champions are dealt double damage. Every 5th attack applies on hit effects. > > Tilly stores her attacks when she does not attack, up to a maximum of 10 attacks stored at a time. When Tilly goes to attack, she fires all of her stored attacks, one after another, in that instance. > > Shooting off 10 attacks at a time converts all damage to magic damage and deals 30 - 60 (+30%AP) bonus magic damage in Fire Form or freezes the target for 0.8/1/1.2/1.4 second in Frost Form. > > # _**Tail Whip (Q):**_ > **Cooldown: None; Cost: 7/9/11/13/15 mana per rotation; Range: 600 units** > > _Hold:_ Tilly spins around with her tail whipping targets it passes through. Tilly's rotational speed increases based on her current attack speed, up to 5 rotations per second at 12.5 or greater attacks per second. > > After 3 rotations of spinning, Tilly gains lift off, allowing her to fly over terrain and gain 20/25/30/35/40%(+5% per 100AP) bonus movement speed, lingering for 1.5 seconds when she stops spinning. If Tilly is above terrain, then the lingering time is extended. > > _Fire Form:_ Deals 15/20/25/30/35(+15%AP) magic damage every time the tail strikes an enemy > > Passive: Tilly's attacks apply Magic Marks to her target for 2 seconds, stacking up to 10 times. Every Magic Mark enemies have are dealt 1.5/2/2.5/3/3.5(+1.5%AP) additional magic damage by Tail Whip. At 10 Magic Marks, 50% of the total damage is magic and the other 50% is true damage. > > _Frost Form:_ Slows enemies by 6/9/12/15/18% for 1.5 seconds, stacking up to 5 times. After 5 stacks, enemies are frozen for 0.8/1/1.2/1.4 second. > > # _**Magic Bomb (W):**_ > **Cooldown: 8/7/6/5/4 seconds; Cost: 50/65/80/95/110 mana; Range: 1000 / 300 units** > > Tilly forms a magical egg and hurls it to the target location, rolling for 1.5 seconds and then exploding. The further Tilly threw the magical egg, the faster it rolls. > > If Tilly is in flight, then she drops the magical egg directly under her instead, increasing the explosion radius by 100% and exploding on impact. > > _Fire Form:_ Deals 50/70/90/110/130(+50%AP) magic damage. > > _Frost Form:_ Freezes enemies for 1.2/1.5/1.8/2.1 seconds. > > # _**Air Flow (E):**_ > **Cooldown: 15/14.5/14/13.5/13 seconds; Cost: 100 mana; Range: 750 units; Width: 600 units** > > Tilly soars in the target direction, leaving behind a wide area of magical wind for 3/4/5/6/7 seconds. > > _Fire Form:_ The wind becomes blazing hot, dealing 2/2.25/2.5/2.75/3%(+1.5% per 100AP) of target's max health as magic damage per second. Melting a frozen target in this way makes the target have 40/55/70/85/100% reduced shielding and healing for 1 second. > > _Frost Form:_ The wind becomes ice cold, slowing targets within by 10/15/20/25/30% to 99% over 3 seconds. After 3 seconds, enemies are frozen for 1.6/2/2.4/2.8 seconds. This freezing process is accelerated with Tail Whip. > > # _**Frost or Flame (R):**_ > **Cooldown: None** > > Tilly changes to either her Fire Form or Frost Form, changing the element of her attacks and abilities to grant different attributes. > > Passive: All fire attacks and abilities within 0.25 second from Tilly will melt frozen enemies and deal 50/100/150/200% increased damage. All fire abilities from allied champions will melt frozen enemies and deal 30/45/60/75% increased damage. > > Epic monsters are dealt 100% increased damage from Tilly's fire damage. > > Passive: All freezes will freeze for 0/25/50/75% longer. Frozen enemy champions receive 70% damage reduction while frozen, including true damage, fire damage is not mitigated. All consecutive freezes against the same target within 5 seconds will reduce the duration by 70%. **** # _**UPDATE NOTES:**_ **Tail Whip:** Moved the passive to be between Fire Form and Frost Form to be under Fire Form for clarity purposes. Only Fire Form abilities can deal damage. Only your basic attacks can deal damage while on Frost Form **Frost or Flame:** Removed any mention of Ignite, it will not melt enemies either despite being a fire spell. Ignite deals true damage, so any mention was redundant because true damage cannot be amplified (Tail Whip conversion applies after the amplification if a frozen target melted and then the magic damage half is mitigated). Allied champion fire abilities amplification for melting a frozen target increased to 30/45/60/75% from 20/30/40/50% (lower value was because of the whole Ignite thing which could never have happened) ****
