A Karma rework

**Passive: Karmic Balance** Karma has a third resource to work with, called **Balance**. **Balance** has five possible values: -2, -1, 0, 1, and 2. Targeting an enemy with an ability or basic attack will cause Karma's **balance** to decrease by 1. Targeting an ally with an ability or basic attack will cause Karma's **balance** to increase by 1. If Karma's **balance** reaches 2 or -2, she will gain access to **Mantra** the next time her **balance** is at 0. Karma's basic attacks are empowered against enemy champions, causing her to deal 26-53 (+0.1 AP) bonus true damage on hit. Karma's basic attacks can target allied champions, causing the ally to heal the target for 26-53 (+0.1 AP) HP. Both of these effects have a 20 second per-target CD, refreshing whenever Karma casts **Mantra** **Q: Inner Flame** 75 mana, 18/16/14/12/10 second CD Burns at the soul of a target champion (ally or enemy), granting them power at the cost of health. For 5 seconds, the target takes 2.5% of their maximum health as true damage every second, but in return amplifies the damage they deal by 15%. If the target is an ally, and takes damage that would reduce them below 10% max HP, the effect is dispelled. **W: Bonds of Man** 50 mana, 2 second CD (24/22/20/18/16 second recharge, 2/2/3/3/4 charges max). Choose two targets, creating a tether between them. * Ally to Ally: Whenever one ally is healed, the other heals for 25% that value. * Ally to Enemy: The enemy takes damage equal to 5/8/11/14/17 plus 2% of their maximum health every second. Any connected allies receive half this damage as healing. * Enemy to Enemy: Whenever one enemy takes damage, the other takes 25% of that damage. The tether lasts indefinitely, only ending if broken by moving 750 units from the other target. A single target can be bound to any number of other targets. **E: Pacify** 80 mana, 20 second CD Apply the following effects to a target champion for 0.25/0.5/0.75/1.0/1.25 seconds. * Invulnerable * Unstoppable * Silenced * Disarmed * Movement speed set to 100 Pacifying a target under the effect of Inner Flame will dispel Inner Flame. Casting Inner Flame on a pacified target will dispel Pacify. **R: Mantra** 0 second CD, 0 mana. **Balance** must be at 0. Completely reset the CD of a chosen ability. Reduce the CD's of all other abilities by 20/30/40/50% of their original value (after CDR).
