Allow me to answer it in a simple way. Plat 2 - dia 3 players are generally "good enough" and have some amount of experience to make their own decisions when playing. As GC said, in lower divisions, if you simply "Play more" and master the champion, chances are, even if under-powered, you'll win most of your matches against similarly skilled opponents, and will continue to do so until you hit "the wall" that is plat 1 and above, where only the "strong" champions are your ticket to success. When a champion is under-powered, it's immediately known due to sites like OP.gg/Champion.gg which doesn't necessarily mean the said champion is beyond unplayable and will **almost **always result in a loss. - Some champions rely on compositions, others on specific power-spikes - Veigar for example, is not that great, if however you get slightly ahead with a greedy build (archangel, RoA) you'll warp the game around yourself so much, that your decisions will decide which team loses and which team wins. So in a sense, buffing champions for the demographic that can "actually play the game for themselves" seems reasonable. There are and always will be outliers for lower divisions [{{champion:11}}{{champion:19}} ] and sometimes it's okay to leave them be if they're not too prevalent.

So if anything's wrong, it's player's mentality. Literally 99% of these forums haven't played the game in its earliest stages, where LB and Kassawin were silencing and killing you in a rotation from 800+ range distance. Malzahar dropping W>R and killing a full tank in s1. Ap alistar dropping 5 people in a combo to 10% hp. Ap gragas with the instant cask. List goes on, people are **TERRIBLE **at the game and simply cannot accept it. **The "_damage creep"_ is literally just nobody having the bonus +12 armor and +13 magic resist we used to have with the old system.**
