it's way over 5200 RP. To get a tier 3 of the one I wanted I needed to spend 9000 RP on PBE(it wasn't even a legendary). And i'm still missing 2 legendary tier 3s so god help those who want them. On top of that I'm missing 1/3 of set one and don't have a single legend for set 2. Edit: I'm tired I misread $200 as 5200 somehow. Still, $200 is is absolutely ridiculous.

The only real problem with Zoe is the RNG, and maybe the speed boost. Kind of insane that she is 1 and half years old and her W still hasn't been reworked into a healthier iteration. Just making it work something like Unsealed Spellbook instead of random minion drops would be so much more healthy instead of this "Ignite dropped 4 times in a row so I got a kill for free" or "Cleanse dropped 4 times versus a champion with 0 CC so I don't have a 3rd spell".

It works with all kinds of CC as well and has existed since her release. This bug also works with Irelia's E and Camille's E. : The problem is that if a zed lands his W,E,Q combo it does half your health. Even at level 3. Then afterwards he really only needs to ult you, ignite, and auto and he should egg/kill you.
If Zed ults you you just need to insta Q him and walk away. Even if ult + Ignite is enough to finish you, you have time to retreat and safely revive as an egg from your ult. Unless you are shoving Zed in but that's a terrible idea as an immobile mage versus an assassin for many different reasons.

Make it so you can only get matched against people in the same tier as you (so if you are Plat you are only playing against Plats). I have had many games where Golds, Plats and Diamonds are in the same game, and it just ends with Diamonds stomping Golds and then solo winning the game.

Aatrox was a giant stat check with 0 skill expression. Overloaded kits with tons of of mechanics seem to be the new norm that champion design has been going in in the past 2 years so get used to it.

There are only 10 bans, but basically every champion can one shot when on fire on this mode. I've been 100-0'd by a full tank Sion in this game mode.

There is literally no point to bans when Riot said they are going to make champion specific changes. All it does is stop people who enjoy champions like Yasuo, Zed, Irelia, etc from playing the game mode, because let's face it people won't ban what is actually strong in the game mode (Karthus, Veigar, Teemo, Graves, etc). And even if you do ban champions that are strong, there are just way too many strong champions to ban them. Congrats you banned every assassin, now here are burst mages that do the same thing when on fire! Bans also increase the time spent in queue and champ select, especially since people will dodge if what they wanted to try out is banned.

He is only picked as an ADC in 1.7% games,that's like every 70 games or something where Yasuo isn't banned you will see a Yasuo ADC. You are more likely to see Kalista, Heimer or Swain ADC than you are seeing Yasuo. Looking at pick rates on op.gg you are are almost as likely/more likely to see Nunu, Xerath, Naut and Gragas support. Or somebody picking Amumu or Rek'sai even though they are both D tier.

I think the concept behind the ranked system isn't that bad. But matching is completely broken. Divisions basically mean nothing since you are matched with everyone from the same tier.

If you died to Zoe in a 2v1 then that means you and the laner played super badly. Zoe's damage is primarily single target and needs to get her EQ combo off to deal significant damage, you can stop said combo by getting in the way of her Q if the other person got slept. Flashes do not change that. The proposed changes would only make those changes significant at level 11 and above, and even then the difference between 50% MS and 70% MS isn't exactly something that is going to butcher her safety since it's still one of the bigger MS steroids in the game and certain pickups give MS/mobility as well. At the moment if you max W second you would get 50% MS at level 10, with your changes that is only delayed by 1 level. However at the moment you also have to give up the damage you get from maxing E second if you want to max W, with your changes this wouldn't happen. Also in matchups where the MS isn't too useful, you could have people not putting a 2nd point into ult in exchange for putting more points into E earlie (although you can already do that on current Zoe as well).

: I don't see anything wrong with giving her incentive to take Nimbus Cloak over other runes. Seems like a fine adjustment to me. Even if it turns out to have some incredible synergy with Celerity, you can always just tone down the movespeed the ability itself gives you. That's one of the points of moving the spell thief to the ultimate, because it's such a high-impact ability it deserves to be balanced like one. As for Zoe's double flash, you're ignoring the existence of a jungler. If Zoe has two flashes, she is basically immune to a gank no matter where she is. By pushing her extra flash +MS boost to her R, she will be more vulnerable to ganks pre-6, and even after it she will still have to deal with the slightly increased cooldown as I suggested. I think getting the shard regardless of who kills the minion would be fine, but again it would put the onus on her allies to actually CS the cannon minion in order for her to get her spell. One of the huge seldom-talked-about disparities between low and high ELO is the CS, and by adding this you help reduce the huge differences between her players. For the altering drop chances based on your starting summoners, I agree that that idea does have some problems, but if done right could really help her out in terms of consistency. However, a Zoe taking ignite +exhaust would face the problem of getting fewer chances to escape a situation, since she has no dash, or spell she can use without a target, whereas a Zoe taking heal/barrier would be safer but with less kill pressure. Again, not a perfect idea, but one I had at the time, and one that I feel would benefit Zoe in the support role I so desperately wish was viable.
I don't like the idea of balancing abilities around runes, especially because eventually the runes will be reworked again and the nerfs will stay. And I didn't mean it as being against Nimbus Cloak being a viable choice, I just meant it could create another abuse case with runes (like how for example Jhin is abusing HoB right now). Saying Zoe is immune to ganks because she has 2 Flashes is stupid. Just because somebody did not die does not mean a gank is not successful. If you can waste enemy's resource (in this case at least 1 Flash) then the gank is a success as it relives pressure from your laner, after all a Zoe with only 1 Flash or no Flashes at all is a lot less safe and threatening than a Zoe with 2 Flashes. And I don't think delaying her W makes her any more vulnerable to ganks. Obviously if you have Flash it's a night and day difference but 99% of the time you wont actually have Flash, and sometimes will not have a W at all unless you burn your own spell. Her ultimate definitely has uses with dodging ganks as well, like dodging CC abilities and displacing targeted gapclosers so having it earlier would help, and if you have E most ganks are a non issue. Overall still think Zoe would be better off with the swap than without since it gives her level 6 powerspike at level without much of a trade off. When it comes to the RNG consistency, IMO they should just streamline it into Heal/Barrier/Ignite and maybe Exhaust and Cleanse as well(Exhaust is really powerful and Cleanse can either be useless or really good depending on matchup, so I'm not sure about them). That way you only have a few possible drops and know what to expect, and also no items. Ghost is excluded because it's really gimmicky IMO and not something that helps in lane most of the time or a lot of players know how to use well either.

20% banrate is not absurd at all (12th highest in the game, which is nothing special especially since it's still declining). And again it does not show any indication of her kit being unhealthy. Zed has a 50% banrate, the 3rd highest in the game yet he has the most counterplay out of any assassin besides maybe Ekko (and even then you can argue Zed has more counterplay). Evelynn has a 30% banrate, but there really isn't anything wrong with her kit. She has a clear powerspike and powercurve, gives a warning and her main strength can be countered by 75 gold. Jax also has a 20% banrate, yes he is an old champion, but his kit has aged well and it's definitely not unhealthy.

Overall switching her W and R wouldn't solve anything.
