: The issue lies in the Rock Paper Scissors mechanic the game has. If your getting stun locked your playing a build weak to stuns and CC. There are items that can counter stun locks. And there are builds that can drastically increase dodge to avoid the stuns period. Put the two together and Glacial wont effect you.

One of them is gonna counter you what ever you do. And since your oponent is chosen at random, you cant even position against it. There is no point to try and counter one build when you dont know when you will face this build. I can not see why they would think that a 6s or even a 4s stun would be balanced. Someone at Rito HQ seriusly sat dawn and tought for himself "Leona, sejuani and jayce. They need stunn's that last for 5s +".
