That is not a stylistic choice, but a technical choice to mask the fact their sakuga is often not the most impressive, and thus instead they choose to direct the viewers to showcase and put spotlight on their far more impressive digital colouring and special effects as well as CG environment/camera. It's kinda like how especially the first Dark Souls game used a LOT of lighting tricks to mask the fact the texture qualities were really, really bad, and it succeed in doing that and the game certainly looked far better than without; point is, there are more tricks up an animator's sleeves. With digitised tools and seeing how the process must have been streamlined and perfected to an extent within Ufotable, it's rather easy to make a lot of things look good without needing to say, animate it in frame by frame which would pile up the budget due to additional resource input. It's not saying Ufotable's approach to illustration is of any superior or less worth, but I'm explaining the essence of Ufotable's signature look and techniques that they've currently made an impression of. **And that's not necessary to do with budget, and more to do with differing approach/technique.** The "unlimited budget works" is more of a misguided comment from not understanding how the "Ufotable look" comes about, tbh. .... An actually high budget animation would be something like RedLine. A frame-by-frame drawn sci-fi racing anime movie produced over the course of no less than 7 years. Now that's some budget that must have gone into it, as its existence burned no less than 3 BILLION Yen to create, which equates to 30 MILLION US dollars. It was produced by Madhouse. So who knows, the real guy who has "unlimited budget" may actually be Madhouse here.

Not sure if you understand the design behind all of those villains. I will try to avoid too much spoilers for the unsuspecting readers: Stain is a fundamentalist. You might be surprised but even our world is full of them, and they're doing damage right now. It doesn't have to make sense, because fundamentalism never did in the first place. Stain is NOT a logical person, he is by all sense, a RADICAL person who believes that the world has too many fake heroes and he wants to rid the world of what he perceives as a "wrong" world, via methods that could only be described as terrorism of using violence and death to make political points. Stain is a rather accurate portrayal of today's terrorists, especially say US's problem with lone wolf terrorists, and is not to be taken lightly AT ALL. .......... Gentle Criminal is a story about social outcasts and career failures in a society where your existence and your world is literally contextualised by how much you can provide as a person, even more so than irl given superpower being accessible by just about most people. In real life, people who are completely outcast and have no position at all in society probably turn to crime, but most of them probably just die off basement somewhere in misery without any power nor voice nor acknowledgement. However things are different in the world of MHA where most people have superpower, and in a higher tech world too, which makes crime doing extremely accessible and thus becomes a popular choice among people who have no social power and voice, as a way to desperately and forcibly claim a position of their own. .......... Overhaul is a story about someone who are convinced that having superpower would inevitably destroy society and is working to "cure" people of their "illness". His ideal is supported by 2 things explored in the story: * Quirks in MHA, get more complex by the generation as people of different Quirks marry and have kids. At one point, the story speculates that at one point in the near future from the current present of the story, Quirks might becomes so complex a human body simply can not handle which might raise all kinds of civilisation ending implications (an example also arrives in the form of OFA, which is destined to be lost at some point when it contains so much power it can no longer be passed to a next generation). * Given the society is highly contextualised by Quirk, it means on a high level it means the society has taken to that people are fundamentally valued on their birth right and not their effort. This is a thing that's implied but never explicitly told to the reader, but Overhaul takes issues of that extremely heavily, as evident by his self-reflection of his upbringing and his tendency to save the societal outcasts and give them a place to stay (the major 3 of which are a person who was born with the ability to steal things from a distance which gives him the out straight away, a person who has a hunger that can never be fulfilled which is self explanatory, and someone who was dumped by his girlfriend for random Quirk related reasons... yeah I still don't get about the 3rd guy). Similar to Stain, Overhaul presents himself as a person with solution to a perceived problem; but different to Stain who sees himself as a misunderstood saint and "someone who has to do it", Overhaul fundamentally sees himself to be a villain uses force and violence to get his way acknowledging them to be such. But Overhaul truly believes he's doing something noble deep inside, as he believed that his methods of ruining the life of a single girl forever which in turn, in his mind, saves all of humanity from a potential future doom, is a trade worth taking and totally justified. But ofc, the heroes disagree and went on an operation to save the life of that girl. Sure, Overhaul arc might feel a bit messy because there's a LOT of plot threads in that arc and the climax was a bit rushed, but Overhaul's "monster" form accurately portrays his utter disgust of a superhuman society and its future extremely vividly, as if to say that "Humans would eventually just become like this, do we think we want or even CAN have a society full of nothing but freaks?" .......... AFO is an interesting villain, because he is a person whose was simply born to be evil by nature. A truly chaotic evil existence, his mind was simply wired differently than most people to get joy out of all actions viewed as evil and dislike the actions viewed as good. It's not because of any upbringing, ideology, or personal experience, he was simply a person born without any trace of human's pack animal instincts but retains fully the greed and our lust for power. His motivation is at its core incomprehensible to most people simply because he thinks in a way that's almost alien and of a different species to us. In his exchange with All Might, the 2 of them should not attempt to understand each other, because they disagree with each other in such a fundamental level it's ultimately pointless to try, as All Might will never agree with a single thing AFO says, and the same goes in reverse. It's not the kind of evil that a person is evil just because he can, but rather it's he's evil simply because he IS. .......... Shigaraki was brought up with only a purpose in mind, to rid the world of heroes. Shigaraki had received no formal education and has no contact with any people barring 1-2 for most of his life and was indoctrinated with nothing but destructive ideals and extremely anti-social worldview. One of the defining trait of him is that he sees everything in terms of video game jargons because that's how he was brought up to perceive the world as, as games played by him and his resources disposable assets. Obviously the one who ""raised"" him realise this kind of education ultimately leads to a Shigaraki seen at the start of the story, who behaves basically like a child and throwing tantrum when he doesn't get what he wants, and preparing steps to mature him up by finally throwing him into the real world to do as he please (to do crimes given that's what he's conditioned to do, obviously), and that forms the basis for the first few arcs of the story. The purpose of it is so that he would be beaten by the heroes which would then VALIDATE the indoctrination he was brainwashed by since childhood, which would then RADICALISE him on an existential degree, but also teach him to mature and become a real villain who plans and schemes, unlike someone like Stain who basically just goes on a rampage. Shigaraki is a story of a person who's mentally disfigured in every possible way he's basically impossible to be saved, let alone reintegrated into society, and a victim and as a pawn of someone who is MUCH more evil. Shigaraki is also a rather rare case of a villain character who develops and grows throughout the story with the protagonist, and NOT by switching faction but simply going further into the deep end.

Honestly the attitude of everything needing to do solo carry amounts of damage is what has gotten us into the current frustration of everything doing too much damage and killing too quickly. They are trying to solve that problem by getting tanks back into the game, however, we have already done this route before. This type of buffs is what lead to the first tank meta where tanks are doing too much damage. We need some good old defense changes.

Meanwhile, as they remove RW, the rest of his kit is being buffed. That's going to make him better in lane and more intuitive than just RW for teamfights. No, I do not think Vayne nor Riven are balanced, but at least with Vayne's kit you can just change her numbers to fix her. Riven, like Rakan, is an issue of what she does in her kit.
