: That's something worth testing, idk if it removes the AS slow entirely or makes you immune to it for like half a second. If you have a buddy to test it with you could hop into a custom and see what that does. For example, I do believe it does not interact with Slow Resistance at all (So building swifties VS Frozen Heart gets nothing), so it's always worth hopping into a custom to check out.
So after doing some research I found this: http://leagueoflegends.wikia.com/wiki/Types_of_Crowd_Control#Cripple Appearantly Slow Resistance actually helps! This wiki is actually full of useful information, basically just a better League Website.
: So the item checks the champions maximum attack speed considering base, items, and active effects, and then reduces that by 15%, IIRC. I believe it stacks multiplicitively with other AS reducing effects like Malphites E and Nasus Wither. Also, it's worth noting that if you're immune to slows or CC, Frozen Heart and other speed reducing effects don't effect you. So, Master Yi's Highlander for example makes Yi immune to Frozen Heart.
Wait that's actually interesting, I always thought Malph was a Yi counter. Probably the other way around then. Since a Garen Q removes slows, will it then remove attack speed slows aswell? Could help in a Fiora or Malphite matchup.
