: Yes! Guinsoo's is also under consideration at the moment. Not for a rework level thing, but for tuning. Currently I have a change in testing where Phantom hit triggers every third attack (rather than every other attack) and its %pen is a flat 15% (rather than 6.5-15% based on level). We'll be keeping this in mind while evaluating Vayne and Master Yi.

What do you think of PhantomHit triggering as half or 2/3 damage? Including procs that it causes such as Vayne W?

Concerning Lissandra. She got lower base mana (and mana /level, not sure about manareg) than almost all mages since she had her passsive to compensate (still just a feels bad man moment once you realize it imo). Will she get according base mana buffs since she loses part of her mana sustain?

What do you think of making his E work a bit better to catch people, espcially with mobility but not as broken as before? What I thought of was something like that the cage has two parts: Part 1: a "ghost" cage instantly appears that lets people walk through it unpunished but already blocks dashes on contact and then after the delay the "real" cage forms, behaving like before. This would help protect Veigar from ganks really well (because a cage that takes that long to set up is too late against fast ganks and gapclosers like Lee Q) but not give him his instastun back.
