He has a form of CC and a shield, which assassins don't have. 2) Diana is NOT an assassin, she is a diver that plays like one because Riot messed up when creating her. She has a shield and no escapes, which assassins don't have shields and have plenty of escape tools. 3) Ahri is a mage.
Rengar, Evelynn, Shaco, Fizz, Nocturne, LeBlanc all have hard CC and some more have heals in contrast to shields, stop talking out of your ass if you have no clue about the game ahhhhhhhh

> Numbers tuning on some other runes that are just not balanced well enough (e.g. Approach Velocity is weak, Celerity is strong etc) This is really interesting because some smaller runes really just need buffs in my book to not get outshined drastically by other stuff, those would be as follows: Precision - Overheal; Still needs some kind of tweak to make it worthwhile taking on anything that isn't an ADC (e.g. excess self healing 30% ranged, 60% melee) Precision - Legend:Bloodline; Needs a minor buff so it scales better since it's comparatively irrelevant to Alacrity & Tenacity (e.g. max LS 8% -> 10%) Domination - Cheap Shot; Still gets outshined by Sudden Impact and needs to be some sort of Rune to take for more DPS/CC oriented champs (Cooldown 4 -> 3 seconds) Domination - Feast; Small buff to ratios OR CD to not make it irrelevant later on (0.2 bAD + 0.1 AP -> 0.3 bAD + 0.15AP OR Cooldown 20 sec -> 20 - 10 sec. scaling with level) Sorcery - Nullfifying Orb; Needs some increased scaling so it's not completely irrelevant as the game goes on (e.g. 0.1AP + 0.15 Bonus AD -> 0.15 AP + 0.25 Bonus AD) Sorcery - Waterwalking; Since this replaced the old Rune 'Wanderer', I feel like it also needs some bonus added when in brush, like the old one (New: Additionally gain half the MS / stats while in brush) Resolve - Font of Life; Add back the ability to heal yourself with half the effect, this was a really neat concept for some tanks and sustaining champs Resolve - Overgrowth; Small buff since it feels lackluster (0.2% max health -> 0.25% max health) Resolve - Unflinching; Same as Overgrowth, make it more useful for TP / Flash engage users so it's more useful throughout a whole fight (Tenacity duration after casting a summoner 10 sec -> 15 sec) BONUS: Since Chrysalis is added and Iron Skin / Mirror Shell removed next patch, PLEASE swap Boneplating with Chrysalis so Second Wind isn't always a go to option and to not make Boneplating + Second Wind as overbearing to deal with as it currently is Inspiration - Hexflash; It's really never taken unless on very situational picks, needs a small buff to compete (Channel time to Hexflash 2 sec -> 1.5 sec) Inspiration - Approach Velocity; Either a small general stat buff or make it a very good team reliant rune (Bonus MS on impair 10% -> 15% OR Bonus MS on Team impair 10% -> 20%) That's my thoughts, would love to hear what you think @Meddler
: They changed the wording from "unique" to "separate" because of people getting the wrong idea. You can hit someone 3 times with Karthus Q and it will proc Electrocute. It's basically the same as Thunderlords. The only difference is that a single spell can no longer proc it by itself which means that multihit abilities like MF E, Morgana W, Pantheon E can no longer be the single cause triggering it. Overall DPS mages are still not very favored by the rune selection.
Pretty sure this isn't true, was playing Garen earlier and couldn't proc it with QEE

: Not sure yet what changes we will or won't make to Azir before the Worlds patch (6.18). We hit his power noticeably in 6.14, to the extent he's not in a great place for most players, even if they've got quite a few games on him. Might still be strong enough, or even too strong, in pro play though. Need to see some more pro play to get a good handle on how he's looking there, then we can figure out how to balance for those two different needs. At some point we'll also need to make some more fundamental changes to him to give him clearer weaknesses, that's probably a post Worlds thing though.
A good start would be reducing his retarded mobility. Why is he allowed to dash past 2 walls?

I do agree that he did need an early game nerf as he was too oppressive once he got his first Hex Core, but I feel they went a little too far.
That slight nerf didn't do jack. You still oneshot caster minions lvl 7 onwards with the upgrade, you still have 2 sec cd on Q lvl 13. While the burst went down a bit early, it's not changing the fact that all his strenghts are untouched so this did absolutely nothing to him as a champion

What should I tell you? Nothing has changed, Viktor is just as strong and frequently picked. His dmg and waveclear is unchanged, there is literally no reason to buff him. If anything, his power still needs to be swapped from E to something else because it's such a huge single spell making his kit what it is. I just played a game in Master Elo and went 5/0/10 and I don't main mid. He has weaknesses and strenghts, both obvious to abuse or rely on There, enough insight?

: Too much power was taken from his early Hex Core, it is laughable that it only gives 1ap per level at mk0 and 3ap per level at mk1. I like the idea it becomes monstrous in the amount of AP late game, but even then he has a major drop off past 45 minutes. The simple answer is he needs his early game buffed slightly since he falls off late game due to the overall shorter range of his spells.
If you think that Viktor needs a buff you should really stop thinking

I play Garen a lot recently. Like I said, when the enemy picked him, I counterpicked Kennen and rushed Rylais. He was forced to build MR and was pretty damn useless for a good while because he couldnt rush Cleaver. There are lots of counters to these champs, running in their face trying to 1v1 isn't one of them :p

: The game isnt balanced around high elo, high elo is nowhere near the standard and no one is talking about high elo either. Just because people there might invade and shut a devourer jungler down better doesnt mean its less broken in other elos, where like 99% of the players are. I admit, I dont actually have good arguments as to why this patch is broken, because it just is and everyone should see that. Getting 200 free AD for 5 seconds late game on a basically full tank champ just by killing someone with a high true damage execute that resets on kill is unhealthy indeed, just like the other reworks (getting over 1000 bonus HP off a dragon kill + a free dragon pet that makes you instapush 1-2 mid turrets without counterplay is really healthy to this game Kappa).
Too bad that Darius never gets to execute someone because he can't reach them Yes, the number is big. But that's what he needs to be remotely viable I agree that Morde is a bit weird and his dragon a bit broken (he can do 20 min baron by letting it tank, that's stupid) but still, the patch overall isn't nearly as broken as everyone makes it seem
