: Only champions with either undodgable or instant cast abilities would be worthy of any note. A Lux auto is 100% less damage than her Q unless she goes AD, at which point she's trolling anyway. Katarina, as mentioned above, would be one of if not the strongest mid laner, and the rest would be almost incomparable, so she would be the meta. Ban her, then the next gets picked. This would happen for every lane, defining the meta for the gamemode into a rigid game of pick or ban to the point where he who gets the better burst in champ select wins. The game would literally be about whatever you can do using the mechanics of a champ to minimize combo time. Anyone who can't do that (IE EVERY TANK IN THE GAME) would be made irrelevant.
I think ur trying to relate the game mode to the usual summoner rift plays too much. The game time should be around 13 minutes normal game time which would be 36 minutes in this game mode. It consists of the laning play alone, the lower game time makes the combats last longer with less damage which would keep auto attacks important. Even if half the champions wouldn't be viable there still would be sixty to make the gameplay possible with all the aspects of it. I agree that katarina would be a champion that shouldnt be allowed in the game mode already said above. I don't see how champions which can minimize their combo time, which i think u mean champions like ryze, are going to be all the game would be about. Usually such champions have the tradeoff of having a shorter range not being able to poke with long range. Putting it that simple the champion with the most burst will win doesnt seem striking.

: This gamemode would make a lot of champions completely worthless. For instance, Sion Q and R would land only when people are blind, deaf, and stupid. Meanwhile, Katarina and her effectively instant cooldowns and effects would be infinitely more OP in this gamemode since her own combo time would effectively go down by a factor of 2 or 3. Not possible to balance, especially for the purpose you intend. This would just be flooded with assassin mains.
Having some champions not viable in this game mode wouldn't ruin it. In summoners rift when a champion feels weak its not being picked as frequently. I don't know how many champions wouldn't be viable. In the Sion example the q can be cast before full charge up and the ult still would do damge and give a knockup when cast in range the opponent cant dodge it with movement alone. Goin through the example of a lux q, the opponent wouldn't have diffulties dodging it but at the same time he needs to dodge it making him move from it which can give lux the time to auto attack, when in closer combat, once for free before the opponent could auto back. This precision is being allowed by the slow motion, for some abilites it wouldn't be the question if one can dodge them but what happens if one does with maybe situations in which the opponent decides to be let hit so he can attack back which wouldnt be possible if he would be moving. Such abilities would gain the property influencing the opponents position, details would make the fights there wouldn't be misstargeted skillshots or very bad positioning, which should lead to very close fights. The problem with assasins in lower mid elo versus adc and mage i think is that the player get bursted for more than 60 percent of their health and then runs away without returning damage, because they may be intimidated and not realise that after the burst the ablities are on cooldown in which u can return the damge if u can kite away from the auto melee range. Assasins are not superior in number they are ensured to do their damage they have an ability to gapclose and safe to hit abilities afterwards, meanwhile an adc needs to kite and auto and a mage hit their skillshots and kite as well, having it easier for the assasin, which in mid lower elo wins the fights resulting in better items which then makes them better in numbers as seen so often in games with yasuo, talon, zed. In slow motions the kiting can be ensured and the adc and mages would have the confidence to output their damge. If a champion would be found out to not be transitionable from the normal game than he should not be allowed to be played in the game mode. With over 130 champions blocking a few likely under ten champions wont ruin the game mode.
: This wouldn't have them be learning the game, it'd be teaching them that the community will baby them and the moment they go into the rift, then they will still get smacked silly as they will have been being used to playing at a much slower pace, and not real summoner's rift, as well as playing with other people who don't know how to play, so it would end up being that either way they would have to hit a hard learning curve
The game mode idea is not to be establishing summoners rift. Twisted treeline as 3 v 3 is another concept of playing the game, taking ur argue having just six champions to be aware of is easier than ten in summoners rift, in playing twisted treeline the player would be less prepared when 'they go into [the] rift'. The game mode would be for people that are repelled by the fast gameplay yet are recognizing contents of the game like the vast amount of champions with their abilities embedding a logical system. As mentioned above the to acquire mechanics to play decently leave a new player with the choice of playing unaware for a longer time until he played long enough or always playing unaware if he does not play it for hundred of hours. It is not about bein 'smacked' or smacking others, it is after a fight being able to follow along the play what just happend instead of playing hasty.
