In regards to your idea, you're saying that makes it their fault for choosing said rune and should be punished for it, which means (by your logic, in terms of the version you want), you would need to intentionally not succeed in trade-offs for it to not become a problem. Why would anyone in their right mind choose a rune that's just there to be a handicap? The movement speed alone would not make it worth it, at all.
I didnt miss your point. Its ms AND 300 gold. And i can think of plenty of champs or situations this would be good on. This is NOT a dominiation rune. This is a rune that gives up early power for extra power later. If you are a jungler, roaming midlaner, roaming support this is a bad choice. If you know you are going to have to towerhug this is a great rune. Now say they dive you and you outplay them and get a doubble. The tables have turned and you are the bully now. Great just remember that you wont have bots until 10 min mark so invest in a pinky and keep an eye on the map and freeze the lane when jungler is at your side.

: Our take is that Jarvan's pretty much always the right choice in the jungle at present, given combination of his numerical power and range of tools/flexibility he brings (engage, early power, duels fairly well, can burst, lot of build flexibility, disengage etc). Play rate by contrast isn't something we use as an indicator of whether or not a champ should be buffed or nerfed (though it can be a good indicator that a champion should be investigated). Champs with high play rates can still need buffs (fun and cool themes so people play them regardless even if they're weak). Champs with low play rates can be too strong (niche or poor theme, kit not so fun, still overpowered when picked even if less people do so because most people don't pick off power alone)..
Isnt that always the case with J4? either he is to weak or he crowds out everyone else. Cant remember a single time where he wasnt but i can be wrong ofcourse.

this rune shouldnt be reward for killing , you got the eyeballs or triump for that. Why should a strategical choice whether or not you need boots in the first 10 min also reward you for getting kills?

PREACH ; im a toplanemain (they ruined the supportrole for me last season and a half with what you mentioned in your post) and i see a ton of cry post asking for toplane buffs. This is a horrible idea and would keep the neverending buffcycle going. we need to nerf all the rest again (and toplaners aswel because they are still to strong just not as busted) and get the great strategic game that lol was again instead of this COD bullshit.

I feel exactly the same; i used to be addicted to this game and call it chess but with action. Then last season started and for the first time i actually stopped playing the game for a while pure of how unfun it was (patch 7.2 to patch7.4) i came back and thing got slowly better until midseason; what a clusterfuck and the definite startshot for this downward spiral. I stopped playing soloq and only continued to play with my team. With the start of preseason and their falure for the firsttime to adress the faults for the first time by the end of a season and even creating a whole bunch of new shit without adressing the old stuff, i stopped playing alltogether. Now after 2 months im back only because my old team begged me. I have great fun hanging with those guys but the game itself is such an unfun generic call of duty 1 shot everything game atm that i dont think i will stick around for long if things dont change.
: Just wanted to elaborate on a few things since I've hit the limit on the first post. 1. Damage in general is crazy overtuned. A level 3 Leona with aftershock can single handedly remove 75% hp from a "Tanky" support like Blitz, Shen, Thresh and Nautilus or outright burst down the ADC by herself with a combo plus Ignite. A level 6 Illaoi with a long sword, health crystal, basic boots and corrupting pot can 2 v 1 the enemy top and Jungler as long as she hits her E and Ults when below 50% hp. Nasus whom should take a while to become hard to beat in a 1v1 is winning at level 4 because the armour shred and magic damage from his E makes him difficult to itemise against. Same deal with Corki, his ability to do massive amounts of AD and AP damage with a strong armour shred let's him build Crit so the team with him effectively has 2 ADCs with insane DPS that armour won't scale hard enough to counter before he's already destroyed your lanes with his crazy good roaming. Then you've got the hyper carries coming online by mid game and having a very easy laning phase due to armor and mr being so low that they're meaningful from level 3 onwards as opposed to after they complete 3-4 items. 2. Zombie wards made vision control too easy, Vision control used to be a skill set, knowing when it's safe to ward, where to clear and look for sneaky ward spots and so on. Now it's more difficult to come from behind with good vision control because wards are everywhere thanks to Zombie wards. It also makes it difficult for Junglers to gank once a sight stone is built as the lanes will be constantly warded with no windows of darkness. Warding is now a spamming affair as opposed to a limited and tactical resource. 3. Mana may as well be manaless. With biscuits, presence of mind, manaflow band and Klepto pots being all available, every mana based Champ will take one or multiple allowing them to spam abilities mindlessly without ever having to worry about ooming. If mana is going to be this meaningless then the bases of the abilities must come down as the mana pool gate is practically none existent. 4. Stealth Champions have literally no counter play. Oh your carry is fed? Be a terrible shame if that Rengar two shotted them out of stealth. Oh you want to stop me diving as Akali? I'll just pop this shroud and sit in it until I can dive again, then I'll run back in it. Oh you're grouping near baron? be awful if Twitch 100-0'ed half your team in 3 shots from half the screen away with spray and pray. The only counter play here is if they themselves completely screw up (every Vayne main ever) give us back true sight on pink wards to separate the actually good stealth champion players from those crutching on an overloaded kit. 5. Absolutely horrendous nerfs and buffs. Galio getting over nerfed then becoming a one shot mage then nerfed back to irrelevance, Morgana becoming an impossible to deal with Mid laner because "lul pool on raptors, full health" then nerfed back to support. Sona now forced to build like a midlander while supporting because they took away all her bullying power. Meanwhile Nami pokes 25% off your carries health with no items and heals hers for the same amount. "Balanced". Don't even get me started on league of black cleavers 2.0 riot has planned for next patch. I Garen tee it'll be reverted in a week after the boards are full of ADCs getting two shot by every Zed, Talon, Camille and Riven main that'll rush it. 6. Some runes are just straight up garbage. Glacial Augment would be better if it actually gave you a discount on Frozen Mallet instead of being it's much more inferior excuse for a Major rune, in fact I'd add a lingering burn (like corrupting pot/red buff) to Mallet when you complete it to keep the rune relevant on Mallet builders. Minion Demateraliser, I understand the concept, it's just.... So bad. I'd add an effect to it that when used on a Cannon minion it gives you 2 MR and Armour (lower to 5 Demateralisers stats are permanent and stack to 10) emphasising using it on Canon waves and on Tanky supports with Relic shield to make conditioning actually useful for them (you won't have armour items by 10 minutes to make use or the bonus, synergy with free stats off dematerialiser and relic shield execution would be fab and create moments of contest over stopping the tank support getting near the cannon to use it) Ghost Poro wouldn't be bad, if it didn't have to compete with Zombie ward and eyeball collector and it was actually invisible in the brush. Right now you just see the outline, ping your Jungler to warn them and they'll go around it. Or if the wave pushes enough, walk into the brush and scare it away. Make it actually invisible and grant true sight (Sorry Rango, Eve and Rat we need to actually be able to counter you somehow) Similar issue with water walking, it shares a space with two much better runes. Now I get it has its niche on certain champs like Hecarim, Udyr, Yi and Janna.. But are you really going to give up that CDR or Adaptive scaling? I'd like to see Water Walking have a persisting movement effect that slowly drops off as you are on "dry land" you can tweak champs that could abuse it accordingly, it just offers options to others that want to roam but can't afford to give up that CDR.

as long as his bird stil lifts him into the air while he laughs and "another oponent another disappointment " is stil into taunt rotation im good VUwise (and ofcourse still cane and limp but that has been confirmed) Gwise i thought i read somewhere that they liked his current w so were prob going to keep it (lets hope it because hitting it feels godlike with the sound) . swain getting a completely new ult kinda has me worried: i mean i knew they were prob going to change it but i dont see how they can keep parts of it in his kit like they did with galio,yorick,.. and playing swain in playing with the ult since so much of his power is tied to it. Well we will see what they come up with.

Instead of small simple buffs they made the most nastiest ADC's deal crazy amounts of damage which made towers useless. (People wanted ADC's buffed and now regret the fuck out of it.) It's the items as well though. Riot reduced towers and made them weaker. Riot made Rift Herald and people of the community said "It's a good add Riot keep it! It gives top lane something to look forward too." Making the game EVEN more snowbally. (Tryn can solo it easy by the way, thanks to his spin.) Majority of the communities fault.. _______________________________________________________ Now people are spam raging Riot over their own stupid mistakes & complaints that has gotten 100 of upvotes in the past, which gave Riot the idea it was a good add anyways. Ardent Censor though.. The community has complained FOREVER about that bullshit, that is completely Riots fault. :)
Yeah i member those post aswel and i thought riot did good by answering with aram and urf and other rotating gamemodes. I would like to make the comparison with football (soccer): you got 90 min regular football and 50 min futsal or indoor football. While its the same game, played with a ball , your feet, 2 goals , a keeper,... it are 2 entirely different games with different feels. Want 20 min games on SR? great go play URF/ARURF and have fun but trying to make normal SR into that is like trying to play indoor football on an outdoor field and believe me it doesnt work ;p

you are taking things out of context. Yeah if you want better learn a certain mathup than norms are useless but not if you want to first try a new champ. Its like skiing: if you want to train for a record run than taking the easiest path is useless but if you want to try out bobsleeing you are damm near suicidal to take the hardest run on your first try.

yeah i used to buy them a lot to. But i found that in many cases you already have the mobility(def on kayn) and have better options if you need to stick. swiftness are situational(sometimes even mobies are better) and you are just buying them to often. Deffinatly in this adc meta that 10% reduction does a ton. So when you got 3 heavy ad always go ninjas, super fed adc -> tabis , tons of knocups -> tabis, tons of hard cc-> mercs. Otherwise you can go swiftness but really they are often a suboptimal by. specially because you buy them so early so thats a ton of gold invested in only ms while others have bought combat stats. On junglers i would personally only buy them on rammus, situational ww and situational sej but than again i havent been a jungler for quite some time so maybe someone else can give you more reasons. OH another reason you go ninjas in jungle a lot is because it reduces a lot of the monster damage since they all do ad damage with aa's so it really helps to stay healty on clears.

man i looked at your match history. I dont have to scroll that far to find bad scores. Now this is normal. I got them to. Specially now since i hit my skillceiling and trying to get better. Sometimes you just get destroyed, shit happens, move on. I can also say that i have never gone an 11 game loosing spree and act high and mighty but i dont because i get that tilt happens and that you didnt actively try to lose them and that just a good nights sleep and a new win will get you back on track.

A tip: dont go boots of swiftness every game. When you are up vs a rengar, zed and mf ninjatabbies are the way to go. And when playing sion i would never go swiftness since you really dont move around as much (standing still while loading q) you got ult to get into range and then got slows and knockup to stick to them. Better go ninja or merc and then build iceborn of BC if you need that extra sticking power (personally almost always go iceborn over bc).

: Thank you for the response, Wav3break. It definitely hasn't; it's overall been a rough season (especially the latter half), and I'm so sad to see the Jungle in the state it's currently in. This entire season has just been one long and agonizing ride as the changes flowed in, and I kept silent for most of the season once I started personally noticing changes I wasn't fond of (but at the time, didn't deem unhealthy). Largely because Riot usually eventually gets around to correcting any glaring issues (item/champion bandaids aside; albeit fine if shortly thereafter approached with a rework IMO) But it feels like within S7 in particular, many things have just been "set free" to run relatively rampant, and it sucks as a player. It sucks, and honestly feels weird to actually step away from League for the first time in 3 years because I didn't feel comfortable with what it was. My experience only stems from Early S5, so I can't speak for Riot's approach prior. And I understand things change; I'm holding out for Season 8 though in hopes it'll hold a shining beacon of hope within it at some point. Your post alone gives me some hope tbh, because it can often feel like the players aren't heard; and from what you say, it sounds like internally Riot sees the mess within the game.
Same goes for me. At the beginning of this season i said well i dont like this jungle change for the sake of change just when they finally ballanced it but hey if they could make a season like 6 work at the end they will be able to work it out like they have always done before. Just have to have some patience. But then lethality happened and for the first time since S2 i took a breake from lol JUST because of ballance. Wasnt happy with the pace of the game and other stuf and that just made it to bad since i dont like lethality champs. couple of weeks later i came back and things seemed to be getting better so i started playing again and started to have fun again. But then the midseason 'tank' update happened... before they fixed their last changes they greatly shook things up again. I gave it a shot since as a tank player i had been waiting for this for a long time but things only got worse. Since summer i only play because i have a team and only with them and a lot of my older friends/duoparters just quit because things kept left unchecked hoping it will be better next season. Season 7 draws to an end and it goes by without any point of close balance and rest. While that was what this season really needed to be: after all the experimenting and changes of season 5 and 6 and with season 8 comming we needed a nice steady season before we get league of tunderlords,... again. If season 5 was the season where games went to long and towers were to weak, season 7 is the snowball 20 min game papertowers season that is the other extreem which i fiercely hope we will get away from and never return to.

If every champ is overpowered they may be 'balanced' (in a sence of equal winrate) in perspective to each other but stil make all the other things on the map underpowered (like how towers are paper and baron and dragon melt like flies). Recently i see a lot of threads about buffs for mage items. And while i do agree they could use a tuneup and diversification, im against just buffing them all and would rather see all the other items nerfed.
