: Kinda, but imo the peoblwm with heca now is that he also bursts. He should also be viable on top and not only in jgl. So some more tankieness and buff to his healing would be fair but no dmg buff.

: nah his gameplay is not healthy. his entire gimmick is abusing his E to repeatedly oneshot one person on the backline. Its like a Rengar but you actually see him coming and are still powerless to do anything (unless you picked a Carry with extremely hard CC like Ashe R/Varus R. Dont buff the horsey unless you are willing to 1. move his power off E/ Passive and around to other parts of his kit (like Q or W) 2. have gameplay update in the works. 3. Change E to a % max HP damage ability so it becomes impossible to one-shot with it but Hecarim still remains a viable bruiser having predator Duskblade Hecarim smash into your face dealing 1000000 damage is zero sum fun and it gets old really quick.
I believe the buffs suggested would keep in line with the rune nerfs, notice there was no buffs to Q or E.

k well I'm telling you his reasoning why they are not touching yet; they're weighing its effectiveness carefully before any changes, pro players are sometimes opting for it so they don't want to overtune anything. Looks like you just have to accept his response :)

: I don't think we've got any plans for Hecarim changes. Voli changes might hit PBE this cycle. We've backed off on Minion Dematerializer changes for now. Direction we were trying (mind control an enemy minion and get the gold/XP from it) had some cool moments, but mainly resulted in a lot of 'use it on CD to just push, creating a chore for the opponent to deal with' gameplay. Also seeing the live version get a bit more use now, especially in pro, so want to see where that settles.
Can the team take a look at Hecarim? He is on the weaker side at the moment.

: I'd expect Scruffy to put a blog about the champs of 2017 together at some point, though the next champion related blog to come out should be another roadmap one from Reav3. No plans to update subclasses at present, we haven't changed thinking much there. Imagine we'll do so again of course, but likely not for quite a while.

: Well its not actually a 50% reduction on his ult turret damage as 1) it's only on the fully charged beam and 2) only the base damage was cut, not the ratio on it. Also, ***as of posting this comment*** the link you provide shows him at 51%, not 49%. You really have to give some time to get more data on lower pickrate champs. You'll see champs' stats jump around form hour to hour if there isn't much data. Normally give it a few days before jumping to any conclusions.
: They needed to hit his base damages heavily as the goal is not to nerf him overall, but to make him build AP to deal damage. Something wrong when a mage can build tank items like Zzrot and still use turrets to murder the jungler trying to gank him for being pushed. Not to mention he's harder to kill with tank items too. So as long as you are building AP on him, you probably will barely notice the damage reduction. Now if you think Heimer should be re-worked as a top lane bruiser split pusher, that's a different issue/argument entirely. For now he is positioned as a mage who can possibly be played mid or top, kind of like Lissandra or Swain.
Building {{item:3512}} and {{item:3060}} after his changes was bad.

: Disclaimer: Not making any promises this, is an example of the sort of changes we're currently testing, not a guarantee that this, something like this, or even any change at all, ships soon. What we're currently trying out is adding a brief knockback to his E against all targets (champs as well as minions). It's brief, so it's not moving people that far or CCing them for very long. It is however showing promise as a tool to interrupt dashes and channels which gives him both some power, particular in certain circumstances, and a bit more skill expression for those getting the timing right.

: Champs who deal sustained damage, want to be at least somewhat tanky and aren't served sufficiently by Grasp at present. Would expect Bruisers to be particularly drawn to it if it works out, definitely not a thing for bursty and squishy champs like assassins.
More context on this future keystone? Bruisers and Fighters definitely could use some love.

: As of right now, there are no plans to bring back that passive. We've had some concerns around Active Item CDR stacking being too powerful, especially when it comes to Red Trinket and Zz'Rot Portal. That being said, we'd like Active Item CDR to be something that you can invest in, so we'll be looking at ways to add it in other places.
Honestly that Item CDR stacking is only possible through Ingenious Hunter, which takes much time to get 5/5 stacks. Sure the build had it's own unique power but your are forgetting the trade offs of how long it takes for this build to be effective at about 20/25 minutes in. Plus you have itemize Ruby SS and ZZ'rot ( A selfish buy as a support) - so they were big trade offs. Trinkets should not have scaled with Item CDR.

This nerf will probably make him subpar and right back to a 48% winrate or worse in Diamond+. His performance is good but this nerf is incredibly harsh at all stages and eats away at his niche on a patch that already indirectly nerfs him somewhat through matchups and runes. His late game winrate for a crit. ADC isn't even good. 50.5-48.5% late game is extremely underwhelming. That should be his best stage and it's average at best - probably because most games are decided by picks from CC and not just raw damage. He has to have amazing damage scaling to make it worth sacrificing CC. That is actually clever, the addition perfect timing granting a Stopwatch to build into Zhonyas/GA/Stoneplate was fun and feels balanced/good choice in rune to opt for; so I could see this idea working out.

: I suspect we'll end up with 4 keystones eventually in each tree. That's not a rigid rule we're aiming for or anything though, depending on what's needed and which rune ideas work out possible some trees get to 5 while others are still at 3 if the 3 is functioning well already. Domination seems to be in a pretty good state keystone wise for example.
IMO, having 15 keystones to choose from instead of 9 really made a big impact on how much I enjoy the game. Having 20 to choose from would be much appreciated! {{sticker:slayer-pantheon-thumbs}}

I am thankful for those buffs, but Attack speed increase won't help him any. Volibear's Cooldowns are way too long and his Q Movement speed is lack luster. Should be a candidate for base AD buffs as well. None of the item changes on Patch 7.24b will help him either. Seems like you guys are reluctant to buff Volibear and I have to wonder why, it would take massive buffs for him to be any where near too strong.

He suffers the same problem most fighters have at the moment and none of the item changes coming on patch 7.24b help him. There is a weekly cry thread on the Volibear mains subreddit because he is getting 0 attention and is incredibly weak. If a VGU or gameplay update is on the horizon, can we at least get buffs in the meantime? Look at what you guys did to {{champion:77}} for buffs, those were great buffs that help bring him back from extinction without breaking him.
