My advice to you would be not to invest so much emotion into what you type, and just create a logical counter argument rather than just "I don't like what you're saying blah blah." What you are failing to take away is that the conversation is not ultimately the toxicity of an individual player, but how much player A) goes out of their way to break players B)'s patience and makes them a toxic player. Personally, I wish people would recall that "multiple chances to reform" is a misnomer as the infraction -> punishment scale heavily slides against the player with each escalating punishment. You mute them. While I am sympathetic to players being bullied in chat I am forever curious why they don't see muting as a viable option to end the problem. When you don't want to watch something, you change the channel. When you don't want to hear something (like some internet pop up advertisement) you mute it. If you don't want be flamed in game anymore, you click the button that stops you from seeing their messages.

It is not overtly punished no, however not only can screen shots be taken but Riot Support has more than just banning power over an account. If they need to they can look at your chat history between other players if you have any on your account.
