Its so rare, i even feel required to compliment the actual decent ones. Same goes for Janna.

Is it wrong that some champions can't work well at every single point in every single game? I think that Riot thinks no. When Thresh was nerfed Riot said the reason was that he could be picked into any team comp. He did too many jobs too well. When Elise was nerfed, same story. When Lee Sin was "nerfed", same story. The real tl;dr A champion has strengths and weaknesses. Finding the right composition to work with those strengths and cover up weaknesses is an important skill that you need to learn if you want to be really good at LOL.
