Ryze isn't as bad as you think, he's just a very high skill champion so his average win rate is naturally low.

: This is not a bug. If you read it, it says damaging a champion with an ability. Her E is an auto attack enhancer, in the same way that fizz's W active is an auto attack enhancer. It does not proc things requiring an ability to proc. This is 100% across all champions with similar abilities. It basically just acts like an auto attack, which is why things like blinds block the damage.
Wrong. There is no distinction between "damaging a champion with an ability" and "applying spell effects". This can clearly be seen with Luden's Echo, which has a similar wording: [Luden's Echo](https://imgur.com/piWlVUC) "damaging spell hit", and Kayle's E hits do apply Luden's Echo. It is also clearly seen when you play any other champion with an auto attack modifier which applies spell effects, such as Ekko or Illaoi, whose E and W respectively do trigger Arcane Comet.

I sympathize with the itemization gap, but wouldn't it be better to solve an itemization problem with...items? Stacking % shred would be a natural fit for Liandry's instead of % increased damage. Stacking dual shred would be a natural fit for Rageblade as well. The Gunblade active has been overtuned since forever, so kill two birds with one stone and change the active to a % max dual shred. The champs who would benefit most from a keystone you describe are already doing way too much damage for as hard as they are to kill (Warwick, Jax, Shyv, etc).
The point is not to be a keystone exclusively for hybrid champs, it's to be a keystone for sustained damage champions who need a little defense as well. Dual %pen just means that hybrid damage benefits the exact same amount as one damage type, so that hybrid champions can actually use the keystone instead of having only one of their damage types get a bonus.

: I like the direction you guys are trying to go down, which is to create meaningful choices for AP users, especially in the context of laning. Of course some things pop out as concerning. Liandries: you can easily solve the issue of its new passive by giving it the Electrocute treatment: instead of proccing from spell damage, make it proc on spells hit. That way it isn't heavily skewed towards "DoT and dip" champs like Brand and Malz, and it rewards mages that stick in the fight to keep the damage going. Could probably increase the damage on the passive to compensate. New item: this will be the new auto-buy for mages. You reduced the AP on a ton of items, while making this one of the only left at 100. The damage on the passive will also be required due to the 20ish or so overall AP reduction on AP builds. You essentially nerfed Luden's and made another Luden's, but at least this item has a more heavily gated effect, so it isn't just "hey more damage in every fight". Good effect, but I question the impact it may have on the game. Introducing alternative 100 AP (or magic pen) options may be beneficial, perhaps ones that share a similar "charge based" passive so that you can't stack it with this item. Similar to the hextech items, so that you can create powerful and interesting abilities without it just dominating build paths.
The whole point of Liandry's is to be used on DoT champions, that change would be dumb lol.

There's no reason not to build Luden's on a manaless assassin. It gives 10 less AP, sure, but it would still be worth it even if you don't count the 20% CDR(which is massive) that it now has.

I guess it's no longer slapped onto the go-to core mage item, which is nice, but now it also applies GW regardless of HP%, which is the one thing that felt fair about the old Morello's.
I think the only balanced source of Grievous Wounds right now is Varus' E. It actually allows you to counterplay it by moving away, and if all GW was like this then healing could be made more consistent. It feels really bad to get hit once by any amount of damage and have GW for like 5 seconds, longer for DoTs.
: Changes to GLP-800 are going to hit Aurelion Sol really hard. The loss of health component will make him a lot more vulnerable on lane, and a compensation in cooldown reduction is a meaningless factor. Considering the fact that he is the sole user of it and it's core of many ASol's builds this is undesireble change. You can't get rid of the revolver, it's a hextech item and they all build out of revolver.

: Another point I want to make: cdr is getting inflated. Adding more cdr to the game seems like a bad idea in that every mage will easily reach 40% cdr now. This was a rare stat once. None of this is an argument against it, yet? hmm Mages have cd for a reason. They shall give a window at which an opponent can punnish them in. That goes for all abilities, but all the cdr we get is lowering those widnwos. It is especialy bad on champs like ori, who already have realy small windows you can atack them in and who are hardly gated by mana at this point. Cdr once was an option you would optimise for. Taking an item with higher stats or taking the one that is in general weaker, but gives cdr to increase your "atackspeed" The Idea of a mage item update could have been so much more than a powerswitch opted to cdr. I was missing more defensive options ( armor/ap in particular, we got a lot of health/ ap items already) for mages that offer both defensive and offensive stats.
But there were so few options for builds that let you get to 40% before. This gives a wider variety of champions the option of building a lot of CDR with builds they actually benefit from.
: While the new item changes certainly look interesting, what about all the mana regen that we'll lose out on with the new Morello's Cursed Tome compared to the old Morelloomnicon? Losing out on 20% mana for each assist/kill is going to be a massive nerf to champions like Lux, and the Lost Chapter passive won't make up for it as we'll lose out on that once we built it into a Luden's for example. While more items for manaless champions are great, manahungry champions seem to suffer a lot from this.
Archangel's Staff is now a much better option for those champions, it gives 20% CDR and up to 1400 mana, while refunding 25% of mana spent.

Remove the ability for Shiv damage to crit and increase Rapidfire Cannon's proc damage (to 80+5/level? 170 at 18).
Because Rapidfire Cannon is not meant for single target burst. It is meant for utility, the range is there so you can poke or kite more effectively and the faster charge passive makes you more flexible and offers synergy with the other energize items.

Just tested in practice tool and he does in fact heal off of everything, not including ult since that's hard to test healing off of. Q, W, E, and ult ghosts heal you. Maybe you're just getting thrown off by his health costs and built in healing on w and r.

Let alone talk about that now it will be an exactly cheap copy of MFB with few differences. I also don't think extra 15-20 hp every 18-9 sec will be that much useful anyway. People mostly take it on her for the stats and hp.

Its current behavior is just inconsistent with any other mana cost reducing effect in the entire game, and there's no reason for it to be. Riot has specifically made things like Tear of the Goddess refund mana instead of reduce cost when they reworked Catalyst of Aeons, so that they could still synergize. Lissandra's passive is an outdated design, and will most likely be replaced anyway, so why not modernize it while it waits?

Summon Aery is very similar to Deathfire Touch, and while there are some champions it doesn't fulfill the same purpose on now, there are other champions who work a lot better with it for sustained damage compared to Deathfire Touch.

And if you say that's assuming Comet hits, then you are complaining about reliability, not cooldown.

I think that maybe encouraging farming a little more is a lot less of a problem than top laners getting even more health from it. Grasp is already overtuned, and your change would buff it for top lane and jungle, not just jungle, while just allowing it to work on monsters for maybe two or three max health each hit does nothing to top lane. Furthermore, that change wouldn't even fix the problem, since a jungler isn't just triggering grasp half as much as a laner, it's a lot less than that.

: A lot of the thinking there was that, while this did technically buff those abilities, it was more because it opened up alternate approaches, than because it added power to existing playstyles. Builds generally go for AA effects or spell effects, more than mixing the two, given the way the items in question tend to be at least somewhat multiplicative with each other. It also addressed an issue where a couple of champs were just blocked from taking Runes that should otherwise have been good and healthy fits for them (GP and Ez at least with Arcane Comet for example, I might be forgetting one or two more). Finally, and this one's pretty secondary, but still a benefit worth mentioning, it also removed some long running player confusion around how those abilities functioned with some effects ('This item says all my abilities will now do X, but it doesn't work with this ability, what's up?). Edit: For examples of that sort of confusion, even from people engaged enough to be posting on Boards, see further down this thread.

It is a direct buff to Muramana Ezreal, since now his Q applies two instances of the shock damage, one from the one hit effect, and one from the single target spell effect.
: Never underestimate what Riot will remove and will not remove. I know this by experience. They've been known to not release something that doesn't have a positive influence on their game. I can name a recent champion who had Yasuo's abilities but was almost scrapped, and that champion is Aurelion Sol. Even if it does, they could delay or completely remove it. Many teased champions were known to be not to be released. Been here since beta, and I've seen quite a few champions that were to be released but wasn't.

There is no reason to ban someone for something that happened out of game and in no way affected anyone in the game. At the very most he would be banned from Twitch or wherever he was streaming, but even that is a little too much.

City of Heroes when I was like three years old. It was my favorite game until it got shut down in 2012. It was a really cool comic book superhero MMO with a lot of character customization.
