Just bear with me as I flesh all of this out, as what you see here is just a napkin concept with napkin math and it's something I want to come back to and edit a lot as I do more research and think of more creative things to do with his kit. As it stands, I know 2 things for sure; I want him to scale with bleeds/attack speed and I want him to have strong lane ganks and his ult to have something pack oriented about and not something that is just a big personal dps increase for Leon. Wolves are a pack animal.
Like I've considered making his passive less "Bleed" and more "Pack" by making it so that when he is near allies, he takes less and deals more damage. Like 2% per ally(this includes minions, max 10%), maybe? Nothing broken, but enough to make a difference and maybe just make his W give bonus attack speed and cause the bleed with rank scaling versus have a passive and giving it level scaling. Then I can make his ult double his passive benefits while also giving a portion of that to nearby allies and also increasing friendly movement/attack speed?
: That passive is basically just Darius passive, but without the extra benefits. Also, the ultimate is EXTREMELY underwhelming to say the least. Not to mention we already have a humanoid wolf person that can jungle.

: The change Feral Flare Needs and Deserves
I feel like the pre-transform stats are underwhelming for ganking. You almost have to farm it hard to be effective with that item. While getting 3 stacks on kills/assist would be nice, someone like Master Yi is going to need A LOT of help to still make that worth coming out of the jungle. I feel like only FF-Junglers with strong ganking potential and decent CC(looking at you nocturne) are going to be able to really take advantage of kill/assist stacks. In my opinion, stacks should be lowered and in exchange for lower base damage on passive. This gets you out of jungle faster and allows you to confidently gank sooner. For example. 20 stack transform but it starts off with 80 bonus damage. This way by the time you have 5 stacks you're back to being close to normal FF damage at 25 stacks. So you slightly nerf it(less damage at 25 overall stacks) but make it more useful early on.
