Given ranged top laners were a topic of contention last time, do you have any thoughts on the current state of {{champion:133}} Quinn? Especially in regard to her ability to scale into the game, given her fairly binary lane matchups.

Any thoughts on Quinn{{champion:133}} at the moment? Given the topic of ranged top lane champions it seems a fitting item for discussion. After the nerfs to her a while back her lane matchups have been fairly volatile which for such a feast/famine champion is not where she wants to be. While making her safer or more damaging in lane would be no-doubt a mistake, is there any possibility that she could get some tweaks to her power for the later game?

Any thoughts on Quinn{{champion:133}} ? She's been struggling a bit since the crit rework, more than normal anyway(win rate spike from release conqueror notwithstanding). Her laning phase took some hits a while back to account for a quicker powerspike due to Stormrazor but now that her spike is behind two items again her worse laning phase is actually really crippling given her reliance on getting ahead to not be a burden to the team. Getting back some lost base stats or harrier damage could go a long way to making her less of a coin toss in a lot of match ups.

Hey Meddler! Now that the crit item changes have settled, any plans for {{champion:133}} ? She's not doing too well since the changes and most of that seems to be due to how heavily she was balanced around the previous items and the earlier power spike of Stormrazor. Without it her weaker laning phase and now slower power leads to her often never really coming online before she's past the point of relevance in most games. Is there any chance some of her stat nerfs could be reversed now that the problem items that required them no longer exist?

The two Quinn nerfs off the top of my head were shortly after her rework (took some damage off Q, increased some cooldowns, and reduced nearsight duration, IIRC) and when lethality was OP (60% AD off of an ult that's only used once per fight, with compensation buffs elsewhere). Quinn nerfs were never harsh nerfs, they were just combined with unfavorable meta changes that, together, always resulted in huge downward swings in her winrate (from ~55% to ~49%). In fact, the "unplayable Quinn" meme was at its highest during a period when Quinn was untouched for a series of patches, so I wouldn't accuse Riot of having previously (directly) nerfed her into the ground.
As someone who has played Quinn for years it's really more of an issue with her current kit. It's the same issue Pantheon has, you won't see Pantheon for ages because he's barely relevant but as soon as the meta favours him and indirect buffs via gold changes or item changes push him just a bit he suddenly becomes broken. This is because Pantheon is basically just a 'if I have the damage you're dead before you can react' champion but also has very little counter play because of how his kit works out. Quinn has the same issues, her ult is a non-ability as it's basically just a passive you toggle and her damage only has two sources: Q and Autoattacks/Harrier. When someone can use her well she's never really 'bad' as long as you can abuse the map pressure but the problem comes when something buffs her coincidentally like the Lethality period or the current meta and items that favour her. In those cases Quinn basically turns into Rengar but without a CD on his ult, you roam around the map and delete people and if you're ahead you probably don't even need to land Q to do it. At that point you don't need to play well and there's no way a soloQ team can be expected to cope with such map pressure because communication cannot be good enough due to the limitations of using text.

Hey Meddler, thanks for touching on Quinn. For the most part I agree on everything you've mentioned, I was wondering if you'd be amicable to some 'bandaid' type buffs to Quinn to assist in short of her shortcommings in the meantime. I fully support the idea that Quinn shouldn't be getting any more oppressive in lane, lord knows top laners have enough to complain about already so with that in mind... Either a full or partial revert of the Skystrike nerf from back when Lethality was really strong. As it stands Electrocute is bad on Quinn anyway and I don't see this creating a repeat of the horrible gameplay pattern that was old triple Lethality Quinn given the current game state. If that's too much you could at least make it hit minions harder so that it's a decent tool for pushing lanes. In the current form Skystrike is vestigial and would honestly be better served doing no damage in many situations due to how often that 20 or so damage messes up last hits. Some slight scaling buffs to Harrier to make Quinn's late game punchier, as it stands Quinn with IE and a zeal item does pretty respectable dps but for such a short range character she's still miles below similar characters like Vayne. Obviously I don't believe she should be competitive with standard ADCs but improving her late game dps would be a good step to improve her teamfighting and dueling power which helps give her more options in the late game. With the current damage calculations for Harrier I think it would be improbable as it would also impact the base damage since it's total AD so it would likely require a return to base damage + bonus AD(while keep the base damage the same as it would be now). Alternatively a buff for Harrier could be added to her ult as a passive to make ranks in it feel more attractive. A complete left field idea I had was actually that consuming Harrier could make enemies take bonus damage similar to PTA but only from other champions so that it means Quinn can better assist her team with taking down targets without affecting her own assassination potential.(something small and it would also be a good candidate for an ult passive.) With all of these suggestions I'm really trying to focus on small things that might give people who use her well out of lane slightly better tools to perform, Quinn in the hands of a skilled player is already a pretty good champion in terms of lane dominance and early game and the last thing that anyone should want is to exacerbate that. Better tools for splitpushing and teamfighting would be very welcome and in my opinion would be more than enough of a bandaid to tide the champion over until a rework can be done for her. Regardless, I'm happy you took time out of your day to talk about this champion. Even if work on her is a ways off it's nice to know that you are aware of the problems that currently exist.
