Always get IE/PD first, always. If you desperately need lifesteal just leave it at a vamp scepter, but never delay IE/PD. However, Bloodthirster is generally better on her regardless. Jinx is in rocket mode for 90% of teamfights, so you have very low attack speed for killing tanks.

She's not actively punished for messing up her combo, she just loses out on a bit of damage from passive procs. Compare Draven, who drops an axe and loses out on half his DPS, or Cass, who accidentally E's an unpoisoned target and stops being able to deal damage at all for 5 seconds. Compare Azir, whose damage output is so conditional on team composition and coordination that he _only_ succeeds in pro play. In contrast all Riven loses from playing suboptimally is 1-2 passive procs.

Vayne is not hard to play at a high level at all. She has no special quirks or mechanics that take a while to familiarize or get to know. Her abilities are almost purely beneficial, the worst she can fuck up is condemning someone to safety. Once you've mastered the basic ADC mechanics Vayne is extremely easy to pick up and play well. That's why she has such a high pick rate. In contrast, truly difficult to master champions typically see low pickrates even when they are strong, such as Cass, Azir, Kalista, and Draven. Draven and Kalista are amongst the hardest ADCs to play because their mechanics specifically punish them if they mess up. In Kalista's case, the hard part about playing her is not managing her passive, but her Rend stacks. It takes dozens and dozens of games to become familiar with when you can Rend people for kills as you learn to factor in the enormous variety of defensive itemization, champion base stats, shields and other abilities, and the punishment for failing to kill with Rend drops your effective damage output by 20-30%, easily. Draven has it even harder, because not only does he have to deal with the demanding positioning requirements of being an immobile ADC with medium range, he has to manage his axe positioning, the difficulty of which in complex teamfights **cannot** be understated. The sheer amount of clicking and precision required to make sure your axes always land in a position where you can safely catch them without losing out significantly on DPS is in a whole different world compared to other ADCs, to the point where it's probably not actually humanly possible to play him optimally. Furthermore, the penalty for failing is _enormous_, your DPS easily drops by more than half if you drop both axes and you're reduced to being literally the shittiest ADC in the game until your Q comes off cooldown. Ergo you simply **cannot make mistakes** as Draven, which is why is he so rarely ever played despite his potential damage output being far beyond that of any other ADC.

: Why I think Riot canned the Institute of War
If you're creative enough you can come up with a reason for anyone to join the League. Syndra? Wants to learn more about how to use her power. The League is home to some of the most powerful mages in the world, including one actual embodiment of pure arcane power itself. There's tons she can learn from the summoners and the other League mages. Rek'sai? Just follow through that little story about the Noxian that Riot did, except have them succeed and bring her back to the League. To avoid that making her look less badass, hint that she was weakened by an outside force before the battle, as part of the larger plan of the Void to infiltrate the League. Gnar? Reasons stated by other people above. Kalista? Same as Vayne, more or less; she wants in on the League to kill the betrayers within it. Tahm Kench? Just wants to enjoy the taste of various champions. Over and over again, since they'll never actually die. I could keep going, but the point is that the League is only as restrictive as the writer allows it to be. If Riot tried, they could have used it as a framework for interactive storytelling for the growth of champions and locations. The Noxus/Ionia match was a good experiment in this direction. The whole JoJ saga leading up to the introduction of the Crystal Scar was fantastic. There was so much potential with the League, and Riot just gave up on it without even trying.
