Meh. There are a few problems with this. 1. This is basically the concept behind trinkets. 2. Most laners don’t ward all they can anyways. In the Elos where everybody wards all they can, the map will be lit up like a fucking Christmas tree. 3. Nobody will use anything but yellow trinket, until everybody starts using red trinket. Gameplay will devolve into passive-aggressive cycles of planting and clearing wards, and nothing will get done as games stall out.

: Dunno, Black Cleaver covers damage pretty well with % armor shred. DMP also grants a burst of added damage plus a powerful 1 second slow to keep them in range.
DMP’s damage and slow are negligible. Cleaver does damage, yes. Because it often (always) has to fill the role of sole damage item on champs who buy it.

Honestly, NALCS this week played around Banner a ton, but most of the games were already decided by the time Baron was taken. Real talk, that Rakan refactor you mentioned (weaker with Xayah, stronger with other ADCs) is probably more important to who wins or loses right now. Along with the Sion bugfix and the inevitable slight Voli nerfs.

Because itemizing to cover some weaknesses (DMP allows for initiation, BC and other phage procs to contest) means that other weaknesses (damage, GW, sustain) go uncovered. Also, because mobility and range are the two single most powerful attributes in League, and champions who by design have neither in their kits need some way of dealing with champs who do.

The problem with manamune is that it's an item built by and tuned around Ezreal. Make it more powerful, and you merely make Ezreal more powerful. Until you can decouple it from him, you can't change one without changing the other.

You should never, _ever_ be pushing botlane as a jungler. Against even a semi-competent enemy team, that is an easy Baron for them 100% of the time. Also, redbuff is just in general much more effective on ADCs.
