I suppose there needs to be a new detection system invented but right now, can't figure one out that'd be able to pinpoint a specific person at all times other than IP but you are right about those public computers. DQ boosting - I'm not salty at all. I don't do ranked because it isn't fun, whatsoever, and I did play it for a while and did well but the rewards were not worth it. Let's be honest, you really think that a new player on their first 6 months on League who just hit silver should have to fight a diamond and plat player on a 3vs3 or a 5vs5? Now, what if that player had to play against people who seemed to be bronze/early silver but weren't? They have no clue what happened to them. When they find out, they usually ask how it can be allowed... frankly, I have no answer other than 'it really shouldn't be.' Oh, and people -can- carry teams like that with specific champions who are basically hypercarries. I think this entire situation is really being underestimated and not addressed because people want to make use of it for their own ranked advancement or some other agenda. If it is illegal to buy a boost, it should be illegal to boost somebody on an account that is falsely representative of your actual rank (Plat smurf using silver V account) since it is cheating no matter how you look at it - somebody uses the assistance of another person to gain a reward they cannot get themselves. On an unrelated note, I've been able to carry games against some good people because I really know my champion and what I can do with them, and it makes me proud I can do that when years ago I'd struggle just to break even on k/d/a. If you know your champion you can do amazing things after a few hundred or thousand games using them.
Well, it really comes down to this: It's really hard to detect smurfs, which is not illegal. And while there are ways to prevent high elo boosting with your main, it can't be done on smurfs, because detecting them all precisely and stopping them would take too many resources, and generally be a waste of time sometimes.

My advice to you is to do what many people I know and I myself have done: Leave ranked to the wannabe pros, and just have fun in casual games. I made a suggestion before regarding that while this game is free, they should charge a bit of money, somewhere between 1 to 5 bucks, to create an account. That way each account actually holds some value, players are less likely to demonstrate their prowess of blasphemy with the " ban me I don't care I can just make new account" attitude, and botters will be discouraged to bot since they cant generate infinite amount of accounts without hurting their wallet. It's understandable that most would hate that idea, but as of now I can't think of any other effective countermeasure against the disrespectfuls.
While that would be an effective countermeasure, that would also heavily harm this game's "free to play" status. That, and people would be even MORE entitled over their account, when they don't even own it.
