I'm not sure if it was exactly a problem 'on my end' per se, but once I uninstalled and reinstalled the client it offered to fix its own files leaving me to think that there was something wrong with the version of the client that they put out. After that the problem hasn't occurred since, and I didn't submit a ticket but like I stated previously, it fixed itself before being responded to. Once again back to the question, should they have the authority to lift a leaverbuster in situation where technical problems were the cause?

: Keeping the client up to date and in good working order is your responsibility. In times of known issues on Riot's end, they will enable "Loss Prevented" - one aspect of which is the disabling of losses and LeaverBuster. Outside of a Riot caused/controlled issue, you still ruined the game for others by not connecting, hence why the penalty.
