Yes, he does get a MS bonus from his ultimate and yes he is commonly played with ghost. Both of these things mean exactly nothing when faced with one hard CC or decent slow; he is very easy to catch these days. This is coupled with his limited access to good movement speed items. Good AP items with MS: Lichbane and Spellbinder, both of which don't interact with his Q, and of course, without significant amounts of AP his Q can just be ignore by all but the squishiest of toplaners (and lets not talk about Adaptive Helm). Go back and look at how many of the latest champions have hard CC and mobility.
Agreed, they did add grounding to his W. However, it is reliably broken against several champions (Yi, Camille, Zac) and the cast time is so long that Camille to reliable hookshot out his W before his animation is completed.

But does proxying cover his weaknesses? I see most people who are pretty good at Singed say that proxying isn't as viable as it once was because he is too vulnerable (too much CC, too much damage, and Singed doesn't have a lot of reliable mobility). Plus, proxying is only viable if you can shove the wave to tower. That can be challenging task when you are out-traded by most (every?) toplaner.
And on the second point, exactly that: i'm not suggesting Singed's kit is overpowered. Exactly the opposite. My point is he doesn't have reliable access to any of these "powerful tools" and so struggles.

Yes, but what happens when some champions *cough* Singed *cough* get left behind in the mobility game? Adding lots of mobility to the new champions without giving reasonable strengths to old champions feels unfair.

Champion Weaknesses in 2019
Hi, I wonder if you also look at the flip side of this coin and ask which champions don't have any of these strengths and therefore are generally weak. Specifically i'm thinking about Singed, but i'm sure there must be others:
* Powerful reactive defenses (big shields, invulnerability, untargetability) => _None_
* Very short windows of downtime (short cooldowns, spells you can hold for reactive plays while still being highly effective, ammo) => _nope_
* Many abilities with low or no cast times => _poison maybe? but he can't take advantage of Sheen or Spellbinder for it so nope...? _
* Very strong waveclear or wave control =>_ yes if he's left alone, but actually his wave management is pretty sloppy as damage is mostly AOE_
* Fallbacks cover weaknesses too well - for example a “weak laning phase” champion that has tools to farm perfectly from afar => _nope_
* Mobility tools that don't have cast or target restrictions => _none_
* Wall crossing abilities => _nope_
* Very high dash speeds => _actually the opposite, his catch tool (W) slows him down to cast it!_
* Range advantages => _max range ability is his auto attack range. He literally can't attack in front of this. _
* No early game counter matchups => _no chance in top lane_
* Flex pick ability to avoid counters (matters particularly in pro play) => _see above._
Can you comment from a developer's perspective on this end of things?

Yeah, I mean it makes sense and can be great mid/late game, but 1 v 1 the passive is entirely countered by the cast time on his W. The range on the slip stream also seems pretty small.
Further, he doesn't have great item paths for building movement speed. I always feel like i'm either taking the Rylai's/Liandries path or building for movement speed and thus no damage

Yes, but this the whole contradiction in his kit. He has to be interactive to farm. In effective long range mages are less interactive. Singed doesn't have the tools to outplay and avoid interaction. It would make sense if he could but in many situations he just can't.

Ha! It doesn't work half the time anyway. Look up Singed bugs on Youtube and you'll see what I mean... Given that every new champ has multiple forms of CC, I don't think Singed (unreliably) stopping dashes is a big deal.

1. Add ghosting to his kit... why does Urgot, Garen etc. get to ghost through minions? Singed farms the same way (actually, why does Urgot need it? He's ranged! Why is he walking through minions!)
2. Agree with some damage to W. W should apply his poison cloud.
3. Adjust his kit so that there are more viable items outside Rylai's/Liandries.
4. Add a mechanic that aligns his fling and goo CD's. It is the only ability interaction he has but you can only use it once in a trade because the two abilities aren't up again together.
These are just some small ideas I have without going too dramatic with the changes.
But yeah, compare Urgot's kit with Singed... they aren't even close to even.

This seems like a fairly naive response. You can only tune up so much but the reality is we are stuck playing 1/4 second behind everyone else. Why don't you put some pressure on Garena to support OS X? You already build the game for it. Or open up the Korean or Japanese servers?

I can see some merit in this. I have certainly felt that frustration of needing only 1 or 2 LP to get into promos. It seems like such a waste that only 1 or 2 of those points get counted and the rest just disappear.
My thought on this would be that promos still exist in their current form. They are a competitive measure to see if you can perform when it counts; I can see the point of that. Excess LP that isn't "spent" to get you into your promos is banked. Eg. You are on 90 LP and you win a game that gains you 17 LP; 7LP goes into the bank.
I would suggest a limit is set for how much LP can be spent to "top up" into promos. Perhaps its small just to remove the frustration of needing only 1-5 LP. Or perhaps it's more generous: the equivalent of about a game. I'd be satisfied with the former.
This or we could just draw pictures.... it works for RP!

I feel this guys pain! I'm in exactly the same situation. And if he is playing off an Apple machine, there are no accessible servers in Asia with Mac support (depending on exactly where you are located: Japan is IP locked, Korea requires region specific details; Thailand and Singapore Garena don't support Mac). I wish Riot would ditch Garena and set up their own servers....

Any solution to all this? I'm having the same issue connecting to NA. Every so often I connect (eg. last night) but most of the time it doesn't. I've been through all the connection guide (several times).
I just tried connecting through my phone data and it worked, though it looked like the speed was too slow for the application to run properly. I pretty quickly got an error that the client was waiting to reconnect.
On a side note, i've tried downloading the Hextech repair tool and it says the file is broken or incomplete. Tried additional times with the same result. Updated to latest version of OS X and it didn't solve either problem. Thoughts?

I have the same problem. I've downloaded the HRT and when I unzip and run it I get an error that it is incomplete or broken. Downloaded again... same issue. Thoughts?

I did the repair and the game started. Later on last night and today I was getting errors that "something went wrong and we can't create a lobby" or something along those lines. After the repair it worked. Played again tonight. One game was ok though a little laggier than usual. Second game was terrible tried to reconnect again and same result, though only once this time; it connected on the second attempt. Terribly laggy though. Game was unplayable.

I don't understand why this hasn't happened. Riot already has the game ported to Mac... I play on the NA server from SEA which makes no sense, but there are no servers I can use nearby. Korea and Japan are both locked; Garena servers can't be used on a Mac; Ping to NA is better than to Oceania... so which am I supposed to use?

So I just downgraded to the legacy client. Ran a quick custom game and the ping is back to my usual 270, though moving around a little bit more than usual but only by +/- 10 ms. Don't have time to test on a full game tonight though.
Anyone else experiencing the same?

I think it's a bit rough that the interaction has been taken away. There are lots of abilities that allow interesting minion interaction, notably and most recently, Ryze's ult.
On a slightly off/related topic, if her E can target jungle monsters, I think it should also be able to target super minions. Her ability to clear these is ridiculously weak.
I also question why Le Blanc's tether slows by 25% and Karma's does not. With Le Blanc's burst, if she lands it, a squishier champ is dead. A champ fighting Karma is much more chance of surviving if she does manage to maintain the tether till it roots. Le Blanc's tether is a skill shot, but I don't the the additional 25% makes up the difference. I'd like to see Karma with the same slow. She is a poke champ this gives her a chance to maintain that distance.

I'm in the same situation, though I play on the NA server with a quite consistent ping of about 270. I'd be interested in using the Japanese server too. I'm not too worried about the client etc. being in Japanese. I know the game well enough to manage and speak a little Japanese so could probably figure it out. My problem is that when I try to sign up a new account to test it out by signing up an account an error that I cannot access the game from my area. Is the Japan server region locked? Why are some regions locked and not others? Is there any way I can legitimately access this server as it is geographically, probably my closest option.

Wait for the last couple of seconds of her E then go in hard with some heavy CC (if your laner does have any you might be in trouble). Her heal gives her a bit of a speed boost but you should have her in range for 3-4 seconds to chip away at her. She's pretty squishy early and relies on her items. Also pickup a little MR early will go a long way.
