No response Riot? Well, I hope that you are still going to look into it. This issue prevents the counterability of Soraka through the use of a Spell Shield, and offers very little for champions such as Sivir (who needs to bait out abilities for mana, there would be no point in doing that if it healed your enemy as well) to do much of anything in response.

I expected you to respond that way. Well lets just consider the concept of Ionia. Ionia (the name itself) actually existed in what now is modern day Turkey (back in ancient times it would have fell either in or inbetween the Greek and Armenian Empires of the time), and the Ionians consisted of their own tribes separate from the Greeks (literally called Ionian League of Greek settlements). Riot actually decided to take the direct name of this tribe and use it instead of coming up with their own. Now I'm not saying that Shurima should be called Egypt, but at least their ruler should be called a Pharaoh. This is also to differ from other possibilities of putting a Greek-esk or Roman based Emperors later in the game if Riot decides to, kind of like how there already is the concept of a King in the game (i.e. Wukong and Tryndamere).

: Emphasis on *some* mana. Like 250 after upgrading. The reason muramana isn't a great item on ADCs that have mana problems is that it's incredibly overkill. It could synergize well with MM. But regardless I think you're going to have a problem with it fitting in since ADCs need all their other items. Until that gets fixed I think any new item is just goign to suffer from either being OP or not good enough to replace IE+PD+LW+BT.
I'm just looking to replace the IE (and BG) with this (and Boots of Lucidity) in a CDR ADC build. Plain old greaves and the IE can be used for a regular build.

Because CDR, when obtained without sacrifice, is damn strong. With ADCs - as you said their damage comes from attacks. Some ADCs have some really nice utility in their skills, but are gated by cool downs. Imagine all the dashes that ADCs have... That's a huge increase in mobility (and survivability) with hardly any trade off. Vayne would be tumbling every second. You already mentioned attack steroids - now they would likely have to be nerfed due to being able to use these steroids more while simultaneously building damage. (Think about how much AD the item gives, how much that effects the steroid and the increased frequency the steroid is up. Not to mention the flat AD outside of steroid use and benefit to other skills.) (And I'm not even getting into the other stats on the item...) ADCs get useful skills - but they're gated by CDs. This is intentional.
That being said Zephyr clearly doesn't pass my test. I think it should be fine though considering people would not want to invest linearly into both CDR and AS on Sivir since you would get diminishing returns, so it would be much more logical to invest in an item that had CDR, CSC, and MS (like a CDR Phantom Dancer instead of AS Phantom Dancer) and no AS.

Yes I'd have to agree with you, but in the case of the Blade of Azat you do end up sacrificing AD by not building IE. Riot did also say that they do want to see CDR it built on champions like Sivir, and that they wanted to see Sivir sacrifice building AS for CDR. Sivir shouldn't have to sacrifice any AD, CSC, CSD, or Ar pen for CDR, which are the stats that this weapon grants. If there was a weapon that granted AS and CDR then your arguement would be relavent, in which case Riot should not allow under any circumstances to happen.

The passive is unique, that is correct. But I don't want to create an OP version of the muramana. Mana would make the CDR too good.

They are going to rework the jungle and junglers anyway (buff), so that is why the proposed to nerf the boots. Trust me the nerf is not going to be a big deal in comparison to the benefits from the rework that they will be doing. : The problem with CDR itemization
I just want to comment to show my support! CDR is worth more when you have more. If I can't reach the CDR cap then all the CDR previous to it will be worth less.

The problem I see with a Runaan's is that it's mostly just good for clearing minion waves and takes the spot of a more viable item. If you are facing a single target none of the on-hit arrows come into play. The way you (Riot) should design the Runaan's is if there is only a single target then both (of the passive's) arrows should hit that single target, and the passive should just operate the way it normally does amongst the presence of multiple enemies. Now that extra damage per hit to a single target isn't that much, but with enough AS/AD it can make Runaan's dynamic enough for both single- and multi-way combat. Even with that boost I'm still not sure if it would be a cost efficient and viable enough item to purchase. If that isn't good enough for you then you can also make critical hit damage possible on the passive, or rather than do both you can choose between the two.
