: That's not extraordinary at all. Society as a whole operates on a code of morals. A code of morals is, by definition, defined by the population's majority. If a majority of people think something's wrong, it's wrong, and if a majority of people see no problem with something, then it's okay. This is how real life works as well - most people agree murder is not okay, thus it is illegal. Most people agree that going 80 on a highway in rural Texas is okay, thus it's not illegal. In some states people think smoking in public is immoral - thus it's illegal - yet in other states it's not - because their population doesn't consider that immoral. Likewise in League, toxicity is defined by what the majority of players think is toxic. If a majority of players (as evidenced by the millions of prior Tribunal votes, reports now, comments, support tickets, surveys, etc) think something is toxic, then Riot will punish the behavior (on their standard of consistency times severity). If the behavior mostly goes unreported, wasn't punished in tribunal (or only weakly so), doesn't have people complaining about it in surveys or tickets... then Riot is not likely to punish that behavior as it's obviously not seen as toxic by the community.
You keep bringing up the Tribunal like it has relevancy? There is no definition of toxic behavior, only vague sentences. Nothing concrete. Being anonymous online is different than speeding 80 on a backroad. Youre comparing things that with logic cannot be compared.

I also have an account I use only for non-SR games with friends that isn't connected in any way to this one (you'd be surprised how many times someone's noticed my name).
