: They've acknowledged it in some of their recent discussions. Initial thinking was since BE was scaled up by 6.5, scaling up all BE prices by 6.5 would be functionally the same price, but they realise that due to the increased fungiblity of BE that that isn't necessarily appropriate. That said though, they're focusing addressing the bigger BE economy issues first, so I'd probably just hold off on upgrading any mastery levels for a bit. (Also...leveling capsules don't 'rarely' give champ shards, they're outright guaranteed.)

Oh no, I meant that we don't get the capsules themselves very often. Being our only source of BE at the moment.

: Holy shit, Rakan is so fun to play!
As a mastery 7 Rakan main, I personally have been playing almost nothing BUT him ever since Rakan and Xayah were released. Honestly, I think he's in a great spot right now. He doesn't really need any buffs or nerfs. I ALWAYS build ardent censor, it's ridiculously useful on him. Most of the time I use coin, but have recently been trying frost queen, which I find useful in its own ways as well. Ardent gives him some much needed AP, but also is great for utility for your whole team. Sometimes I go for redemption, others I go for frozen heart. I always take windspeakers, it's more useful than CoC with my playstyle on Rakan. I've always maxed E first, then Q, and W last. Maxing E first provides me with more mobility along with a moderate shield on an ally on a lower cooldown. I always go for a 45% CDR build.

: Darius' base armor at level 3 is 35.8. Including your 0.78 x 6 armor runes, that is 35.8+4.68=40.48 armor. At 25% shred, Darius has 0.75 x 40.48=30.36 armor. That is 100/(100+30.36)=76.71 % damage taken from physical attacks. Garen's base AD at level 3 is 64.5. He had 15 flat AD runes, and 3.32 AD from masteries. That is a total of 64.5+15+3.32=82.82 AD. One point in Q deals 30+140% AD = 30+1.4x82.82=145.95 damage. Now, to include resistances. 76.71% x 145.95 = 111.96 damage dealt. He did not deal 213 damage to you after the shred. It was 111.96. Class dismissed.

: black cleaver was pretty standard on him especially to open. Maybe they wanted to let other build paths come out? IDK. BC + the shred now is pretty ridiculous to near true damage levels on a tank

Garen should have done no where near 213 damage on me with his Q, one point in it, but he did because of the E shredding so much armor.
: Why give Garen armor shred
It's actually hard to get out of his E when he builds phage first, as a melee match up at least. I went against a Garen as darius a few games ago, both of us level three. He hits 4 spins, and gets a Q off on me doing 213 damage. Mind you, his Q only had 1 point in it. I died, and the lane proceeded to go down hill from there. Not to mention full AD Garen is becoming a thing now, as much as full AP nasus was. Much more difficult to deal with when he can shred 20%+ of your armor and then crit you for up to 300-400 with his next Q/auto.
