Just how tanks need to build items to tank damage, damage classes should build penetration items to deal damage to them. they shouldn't be able to just deal damage regardless because they have a passive that gives them uncounterable damage. %hp damage on other champs is still physical/magic damage so armor and magic resist works. For example, I played a game as cho'gath and stacked magic resist. The enemy morde stacked magic pen and still dealt tons of damage to me but as a result he didnt have as much damage because he built magic pen and that made him weaker against the other members of my team. You shouldnt be able to just stack damage and ignore tank stats and shred the entire team, you should either itemize to shred tanks with penetration items or damage to burst squishies, not both.

: Because it is slow to stack and can actually be counted by attack speed slow items. Also mix damage like kog or Kai'Sa is MUCH MUCH harder to counter since the champions with do it consistently. Like Kai'Sa can kill a tank much faster then a vayne since she has more mixed damage where vayne is mostly physical. Do I have to remind you EVERY meta kog is good in he just instantly kills tanks.

Fiora and Garen are also champions with the same mechanic and they dont need to stack it and attack speed items don't counter them. Kai'sa does %hp damage as well as mixed damage so yeah it makes sense she kills tanks but she can be built against since its not true damage, its magic damage based on missing hp. I literally main her on my other acc and I don't kill tanks nearly as fast as I do on Vayne. Kog'maw literally has a kit built to counter tanks with armor and magic resist shred on Q, %hp damage on W, and blade of the ruined king+rageblade as his core.

The problem with armor penetration or simply high enough damage to break through defenses is that both of these still greatly impact squishy targets. Percentile true damage, however, can be tuned to deal meaningful damage to high-defense targets while leaving squishy targets much safer. In short, it's a valuable balancing lever that many people vastly overestimate the actual strength of.

Except the three champs it exists on completely obliterate squishy champs anyway making the whole "leaving squishy targets much safer." argument pretty null and void. Garen literally one combos your adc, fiora has %hp damage WITH AD ratios added, and vayne is an adc who does plenty of damage to squishies already with tumble granting 50 bonus damage and W doing a minimum of 50 true damage meaning at level 2 she can do around 300 damage in 2 autos and a Q (which is also an AA reset). You can argue that the mechanic itself is fine but in the current state of the game and the champions it exists on, its far from ok.

: Unless I'm missing someone, aren't there only two champions who have it in the first place? Fiora has to hit your vitals and Vayne has to land 3 autoattacks in a row to proc her damage. There's counterplay to both of those champions and abilities, it's really not that big an issue.

Fiora is very arguable as her "counterplay" is just pray RNG doesnt put a vital on your face and then you have to sit back for 15 seconds until it refreshes or hug a wall. plus her ult immediately gives 3 vitals shes guaranteed to hit unless you just run. Also what counterplay to vayne is there? she procs it by simply autoattacking.
