Minimum once higher tiers are available the tier 1 droprate is down by 3-5%. Its pretty negligible to the results of T1 showing up but the fact T2/3 show up now it means that power rolling for 3* is less reliable. And frankly what you're saying just isn't true. Tier 1s are significantly weaker than Tier 3/4, you might not have perfect synergy while drafting them but a Draven 2* will beat a stacked Vayne 3* as long as he's protected well every time. A lot of those comps can be bullied by Sejuani, Gnar, or Asol easiliy. Assassins like Akali, Katarina, Evelynn, and Rengar can easily be fit into a comp to delete teams. The game is not over just because someone starts out with more luck than you. Spatulas become easier to get from behind and enable more units or finished synergies. Tier3/4/5 end up countering them. If your early comp sucks then you have little risk to sell the whole thing to try something different and transition. Honestly the first few rounds don't determine games other than if someone is showered in items while you have 1-2 components, that pretty much guarantees if you get into top 4 you will never beat that person.
-5 on t1 and +5 on t3 is way different than just -5. learn to do math please.

Weird, I just had a game where my client bugged and took pred on yi and I said "sorry guys my client bugged and I couldn't change runes, but I will be alright," ourcait types "well..." and leaves the game. I say, "so we wanna ff 15?" and everyone says yes. So we all run around doing jack all until 15 and i put up the ff vote. someone declined. I say "I thought we were going to ff at 15?" and this when our thresh (duo with the adc btw) said "i voted yes must have been this yi" I said "i started the vote buddy, it is fine we can wait til 20 I suppose." I didn't mute him because I wanted to see how far he would go. The next 5 minutes I was told in graphic detail how rich he was and how much of low life scum I was, how worthless I was because I didn't gank bot for him in a 4v5 ( i did and we got 2 kills) and then explained vividly how I should, and the methods I should use to rape my mother. All the while, no one has said anything in chat. Post game rolls around and he keeps going on, I said "yikes looks like this guy won't be playing much longer" and 3 people in post game say "im not going to report him, not his fault" as he continues to explain how my tongue is to be inserted into my mother's orifices. I am shocked by two things. One, other players said they didn't think he did anything wrong, and two, that it was awfully weird how this is the first time they have ever said something like this in chat on this game, because surely they would have been permabanned by now if they had done it before.

This is kind of a 3 part question for Mr. Meddler and/or any other Rioters involved in development and balance changes, but let me preface it with the following: You guys have always been quick to fix things that are ridiculous since the OG 5x tiamat change going on through League of Cleavers, League of ADuskblade Carries, and now the Galio situation. My first question is, why do we separate balance changes and the pbe? By this I mean, it is really funny to have a beta environment when potentially massive changes as simple as a champion's scaling or w.e is going to be tested in house then shipped to live during the regular ranked season. It seems that there is and never has been any consideration of balance taken from the Beta. This includes cleaver and duskblade etc. My second question is actually in relation to the HP bars changes. When it was first announced I had asked if there was any testing done with colorblind mode, as in the past CB has been largely ignored even with it affecting many pro players. It is apparent that it was not tested in the slightest with that setting turned on throughout the entire development stage. Hopefully it won't be ignored with reports from PBE. Lastly, my third question really ties a majority of this post together. Why does it seem that PBE is just a "does it make the game stop working" environment as opposed to a place for all changes to be tested and looked at. Since the start of this cycle and every cycle I have been on previously, it seems 90% of the bugs, VFX issues, and balance issues are completely ignored, even with hundreds of posts on them, until the patch hits live and then it is "we have disable 13 champions, 24 skins, and 2 items as well as many client features due to some random unknown bugs." To me, the only issues ever addressed on PBE are "does this make the client crash" or "does this make the server/game crash." I hope this is wrong when it comes to pushing the preseason patch to live. I still see many issues that have been present since day 1 that are still not addressed and will likely be modified during preseason. I honestly hope that the CB HP bars issues are not one of those things.

Yeah my plan was to use ahk or py to pull from a file of quotes and just pick one at random to enter into the chat. I know you can't ctrl v in game and IDK what their limit is on inputs/second for chat as it would have to be pretty fast in order to not affect my gameplay.

: No, there is no weighting of any reports at all. Riot tends to collect a few games of reports against a player first before punishing. Notice how most times someone is punished there are logs for more than one game included? So all reports eventually build up to punishments, but not all reports directly trigger one. Pretty sure you're just see coincidence here and attributing it some kind of value.
I was restricted after one game, one set of chat logs and it was for one line where I said "idiot xD" bc anivia said she doesn't care if we lose bc i didn't give her blue... so you are wrong on that part. And there should be ZERO "ramp up" on reports for things like someone running down mid spamming "nigggas" (3 g's so it doesn't trigger the no no word bot). Also, does instant feedback always inform you if you report and someone is punished or is it just sometimes?

restrictions don't lose end of season rewards, only bans do. As long as you finish those 10 games before the end of the season you will be okay, you will have to re-earn any honor you had though.

: Well, while damage doesn't combine, the _way_ it is dealt does. You don't do RFC and Shiv's damage to a single target, but you _do_ get the range of RFC to apply Shiv.

I copy paste straight from my match history and even took the time to find the game where they did it. Riot reviews, promptly, every report (also only need one report because "they don't stack") and it has been 3 weeks. The email from support I was told "I see he was majorly disruptive..." so it was either ignored because "you got reported for verbal so you're report doesn't matter" or some other reason.

The stance they take on majorly disruptive behavior is - never - a warning. Whether it is using the nono words or being majorly disruptive, it is an instant 14 day ban, so if the player had played games every day since then, they were not punished.

I had a game where an anivia followed me around my jungle while I was behind and DEMANDED that I give her my buffs. When I said "ur stupid" I was restricted, lost honor, lost rewards, and put into the "escalation system." When I opened a ticket support told me (and I can send you the emails): "The basis of this chat restriction is that while I can see that this person was doing their best to tilt you, You were still taking the time to respond negatively to that person. Even though what they were doing was wrong, that still doesn't give you the right to be negative towards that person." Coupled with the good 'ol classic: "Know that each player is held responsible for their own actions, so If players are flaming you or being offensive, it's never beneficial to respond to them with flame, whether it's in self-defense or if it's out of frustration. It's always best to mute toxic players and report them in the post game lobby, so you don't get disciplined as well." So if someone says "call the enemy team a bunch of %%%%%%s or I int" and I say "/all you are all a bunch of %%%%%%s" it is okay, but if I say "no you're an idiot" I get banned? Good to know mate.

: If you report via a support ticket, they cannot disclose any information on what actions they may or may not take against the reported account. Now, if you are in promos; why dodge? If it is going to count as a loss, may as well play it and see if something happens. Worse case, you lose and report the inter after game.
While losing from inactivity doesn't grant a free win in the next attempt, it does leave you 1 win of lp away from re-entering it. Whereas losing 2 promo games leaves you between 60 and 75 lp.
