Players will stop "giving CertainlyT shit" when he stops filling the game with shit. Firing him would be a quick, simple way to solve that problem. Personally, I'd rather have him "monitored" by more reasonable designers-- he'd get to keep his job, and we might stop seeing balancing-abominations like Yasuo and Kalista.

That strategy could work pre-6, but it's not necessary to gank for Garen against Heimerdinger. If you let Heimer get to your tower, he can take it apart fairly quickly while you wait for your jungler, and if Heimer reaches 6 before your jungler arrives, you might as well call off the gank. Garen can hold his own against Heimerdinger, which is extremely desirable because of the significance of the bottom half of the map (dragon and bot lane), plus he helps give Devourer junglers the time they need for farming.

Try playing Garen against Heimerdinger. His Q can 1 hit turrets (sometimes you have to add an autoattack, but still), and he can always back off and heal via his passive. He's also very good at going all-in when his W is available (remember to dodge Heimer's E). Just don't play cautiously and allow Heimerdinger to set up 3 turrets or push.

OP isn't wrong-- skin threads do get a lot of attention from Riot, while balance threads, even if they actually receive Red responses (a very low percentage, especially when compared to how many skin threads receive responses), mean nothing.

I wouldn't shoehorn myself into building Ionian Boots in every match in order to round out my CDR. Where do you plan on getting the other 10%? Consider the value other boots provide. You could remove a few of those scaling CDR blues in order to reach 10%-- that would let you be more flexible in your build, or you could add 5% CDR elsewhere in your time page to reach 20%.

I'm glad that the Victorious skins have remained exclusive, but I have no reason to believe that they will remain that way other than to wait out the duration of LoL's lifespan to see if Riot actually keeps its word [this time]. I believe that the exclusivity of the former limited skins was their primary form of value. The tidbits Riot gave out [in exchange for trampling over old promises] were not worth the loss of that value, in my opinion (and I doubt I'm alone in that belief— I witnessed the community's backlash). I'm not sure why some skins (the old PAX skins, Rusty Blitzcrank, etc. — non-earned skins) were exempt from the change; the same reasons given for making the limited skins that were made into legacy skins also applied to these skins. They were not earned, and they would be appreciated by newer members of the community (if only for their value as old novelties), yet they were treated differently. The exemption for Victorious skins makes sense; the exemption of these "other" skins does not. Even if the PAX skins were given away for free, they were still effectively purchased because it costs money to attend PAX, does it not?

The PBE changes are a net nerf, not a buff. Teemo's mushrooms are the majority of his power budget. Their slow is about to be practically nonexistent after the first half-second of its duration, and the decreased duration means there will potentially be 50% fewer mushrooms on the map at one time. Riot could have at least decreased the cooldown, but they didn't. The stealth changes are nice, but assassination has been a much weaker Teemo strategy ever since DFG was removed and Lich Bane was nerfed.

I spent a few hours mulling over some names I liked + some name generators, and then I mashed together a few syllables from various names that I thought worked well together. I'm okay with the brightened-up shirt/skirt and longer scarf, but everything else about the new model is a downgrade. The body proportions are taken from a Barbie doll. The face is hideous when compared to the original (this new face is *not* Fiora's). The hair looks like a mop that was dropped in a dye vat and glued to this new creature's head. The skin is cartoonishly bright. The pantyhose look worse without the dark rings/designs at the top, on the thighs. The pendant/necklace is too small. I want a refund if this model goes through as-is. Pic related, it's the new model's face. Forgive the use of Microsoft Paint. I feel that this image's quality matches the quality of the new model perfectly, though.

Riot is replacing Fiora's old practically-uncounterable ult with a mechanic that's just as bad (%max health true damage). They put it on her ultimate *and* her passive. I don't see how this is an improvement. At least you could itemize against Fiora's current ultimate (don't get me wrong; I absolutely hate it). Now itemizing against Fiora will be as pointless as trying to itemize against Vayne. Fiora's new Q and W will make the fact that she has to hit "weak spots" a moot point— she'll be difficult to stop (CC "reflection") in addition to being capable of just flying to you with her Q and automatically proccing her passive. I like the possibilities the new "vitals" mechanic could open up, but her Q and W combined with an uncounterable mechanic (%max health true damage) are going to make her even more of a broken champion. Riot is constantly overshooting or undershooting the mark when it comes to balance, nowadays... Tahm is pretty close, being fairly simple while also allowing for interesting gameplay (Gangplank might follow suit, but he's liable to be overpowered with so much mixed damage and crit barrels), but Veigar is still balanced around his W needing a reliable stun, Cassiopeia is still an E-spambot, Zilean is a joke, Mordekaiser is still waiting for real compensation for the loss of Deathfire Grasp, Yasuo can't be a non-broken champion because of his overloaded kit, etc.

So while this still may cause some frustration, I hope this at least explains why it's on the kit!

The fact that Fiora's Q will automatically target one of the four vital areas + the fact that her W will negate a CC effect (possibly multiple CCs) flying her way will do a lot to make sure that this %max HP true damage effect will be just as binary as Vayne right-clicking you to death. I don't call that a display of skill; I call it hard-countering. If you don't have multiple forms of hard CC or mobility (that is, if you can't out-CC Fiora's W or out-mobility her Q), Fiora's ultimate is practically guaranteed %max HP true damage, not a "display of skill."

I can live with the Q skillshot change. I can withstand the nerf to his ult's AP ratio. I can understand why Riot wouldn't want him to keep an instant AOE stun. However, I absolutely hate the fact that Veigar's W is still reliant on his old E's instant stun to be effective. I'd love to see the enemy-AP ratio redistributed elsewhere in Veigar's kit, and I'd like to see him receive a more interesting passive... But his W is where he really needs a change.

Azir is meant to be an AP marksman that primarily does damage through the use of his soldier's autoattacks. Riot refuses to redistribute his kit's power to make him truly focused into his intended role. Instead, they continue nerfing him in general because they've made him a generalist. He's starting to resemble Yasuo— he's becoming a feast-or-famine snowballer that relies on his early-game gimmicks to get fed.

Not everyone who jungles/goes to a solo lane is selfish. Top laners are generally expected to take teleport in order to assist their teammates despite being in the most "remote" lane— they're giving up other summoner spells just to help their team (if they're using the spell properly). Mid laners are potentially just as helpful to top/bottom as the jungler is. The jungler forgoes lane farm/xp in order to help his/her teammates. Playing support/ADC does not make you a special snowflake with extra privileges and/or more weight in arguments. You're willing to sacrifice having a lane to yourself? Well, in return, you get to have the lane with the most potential influence on the outcome of the game (because you have two players, one of which is playing an ADC). There is nothing wrong with being irritated by the bad plays of anyone on your team, but non-constructive criticism is pointless and potentially reportable.
: Jungle Camps Stealing Reportable?
Kill stealing is hardly an offense unless your champion has a mechanic that requires you to last hit champions, but even then, the enemy champion is dead either way. You could report the Jax for assisting the enemy team. If someone on your team is taking a camp or two now and then (even if you don't want them to do so), I don't think that's truly worth reporting. If that Jax was deliberately taking your entire jungle repeatedly and/or leaving behind smaller jungle minions just to sabotage you, he was worth reporting.

Riot won't remove promos because they force you to play the game more to get the same rewards you could have gotten more quickly with the elo system. Satisfaction is not a part of the equation. Keep grinding, goyim, and don't forget to buy skins while you're at it.
