On the 14 day ban report card it CLEARLY stated that the next offense would lead to a permanent ban. Riot doesn't unban justified bans, that's how it is. And that's how it will most likely be for a looong time. Riot has tried experiments a few times where they would unban perma banned players. And guess what? Those experiments all failed. Most of the players didn't reform. So it's not really worth it for riot to unban accounts just so that they can get banned again.

Think of it like dealing with a noisy person in a library: ask them to keep it down, and then notify library staff and move to another area if that doesn't work.
