: DotA 2 has found exactly what you described as "balanced." Every character in the game is a viable pick and nearly the entire cast gets played in each World Championship. League of Legends **CAN** be balanced, but Rito has publicly stated that they do **NOT** want the game to be balanced. The "balance" team's personal biases aside, GhostCrawler stated last week that a very large number of LoL's champion pool is intentionally balanced around being "bronze champions." MF, Quinn, Sona, Garen, Ahri, Yi, but as GhostCrawler further went on, a few of these champions (Garen & MF per his example) can't be fixed for competitive viability with simple buffs or reverts without becoming pick/ban in bronze queue. They have much deeper problems in their kits that will require them to eventually be Sion'd, to avoid breaking bronze. The problem we have here is, if Rito were to make every character perfectly balanced and competitively viable with their current kits, there would be a plethora of champions that would become blatantly overpowered in bronze League. Which if I'm being honest, I would be perfectly fine with. Clearly Rito isn't okay with that, but the question then becomes, is the imbalanced state we currently have now better than a balanced game where bronze and diamond+ have vastly different metagames? Well, don't we already have vastly different metas? Is it so bad for Garen or Yi to be permabanned in bronze, if they can potentially have screen time at worlds? Emphasis on **potentially**, if we're aiming for what DotA has of literally the whole cast having potential for screen time.
Dota is great for balancing because for every hero in the game (except fucking chaos knight with full items fk that) there is another hero, item or mechanic that weakens that hero. League has "defensive items" as our counter, but items like Lord dominiks eliminates that and there is no counter.

By the time we shut it down, people were being penalized many months .. maybe more .. after the behavior. Maybe by the time the player was penalized they are no longer exhibiting that behavior? But certainly, the feedback loop is so long that reform from a penalty is highly unlikely because the individual won't remember the game.

It's more irritating that's its just from one game. From my previous chat restric they gave me logs of 3 games. I don't understand why it changed.

If they don't, they're escalated up the tiers of punishment until permanently banned. It's also very difficult for someone to reform if they're surrounded by constant negativity as it becomes the "social norm" at that point and is very discouraging to try and better one's self.
I think it's a wake up for toxic players. If they want to be toxic, match them with toxic people and see how they feel about other people calling them trash. I think that is a quicker realization at how awful they are to other people rather than a slap on the wrist chat restriction.
